Department Mission:

Intervene in and reclaim the lives of 16-to-18-year-old at-risk youth, producing program graduates with the values, life skills, education, and self-discipline necessary to succeed as productive Louisiana citizens.

WHO WE ARE:
YCP is a voluntary program that target youth who are at risk of not completing high school. We provide an environment for youth so they may focus on completing academic goals while enhancing personal strengths and resiliency. Our program provides a structured environment and teaches discipline, self-control and motivation. We develop the whole person by focusing on 8 core components that support each cadet's personal development: academic excellence, life coping skills, job skills training, responsible citizenship, leader/followership, health & hygiene, physical fitness and service to community.

Supervises seven employees: a Mentor Coordinator, a Administrative Technician and ten Case Managers. Responsible for identifying and communicating pertinent items of information to the Director and Deputy Director to keep them informed. Responsible for working with Director, Deputy Director, Cadre Department and any other pertinent Department to maintain order in the Post Residential Department. Analyzes problems in the Post Residential Department and recommends solutions, compromises and alternatives to Executive Level to resolve such problems. Conduct interviews and recommend Case Manager and Administrative Technician to be hired and do all necessary paperwork therein. Participate in and encourage professional development of counseling staff through staff meetings, and professional workshops and seminars. Trains all new hires in the positions for which they were hired. Prepares and reviews PER documents for and conducts counseling with section employees. Reviews and approves payroll documentation for the section. Ensure adequate numbers of mentors are recruited, screened, trained, matched and monitored. Ensures that the Mentor Coordinator establishes recruitment plans and training dates. Verifies completed mentor application and ensure that all mentors have met program qualifications. Recruit mentors and students while assisting Counseling Department with Cadet Interviews. Provide personal, career and academic counseling to cadets in the absence of the assigned Case Manager. Designs and integrate mentor activities that foster positive relations between mentors and cadets. Prepares mentor Award and coordinates events with other sections. Manages and reconcile the STIPEND account. Verifies and requests STIPEND disbursements for Youth Challenge Graduates. Provides monthly report and requests to appropriate departments. Responsible for communications with parents regarding Post Residential Department requirements. Responsible for ordering all supplies for the Post Residential Department. Responsible for turning in all invoices with prescribed paperwork so that vendors will be paid. Tracks and gather statistical data for Youth Challenge Graduates. Verify that the Case Managers have entered the required data into the reporting system and all cadets are accurately represented. Represent the Post Residential department on the Discipline Board. Reports any accidents to YCP Safety Person. Attend and contribute at all called Staff Meetings by Executive Level Personnel. Responsible for making certain that all policies and procedures handed down from Executive Level are adhered to by all Post Residential Department employees. Additional duties as required. Completion of SHARP training and fosters sexual harassment free environment. Perform other duties as assigned.

POSITION QUALIFICATIONS:

Must have excellent oral and written communication skills. Requires working independently with general guidance and the ability to work and communicate effectively with co-workers, peers, superiors and subordinates. Knowledge of basic accounting procedures to oversee stipend account. BA/BS or higher academic degree from an accredited university is preferred; however, five years of experience as an accountant, direct marketing, human resource recruiter of case manager may be substituted for degree.


GENERAL REQUIREMENTS:

  • Must have a valid Driver's License, Social Security Card and Birth Certificate
  • Must qualify to obtain a Department of Defense Common Access Card (CAC) Card.
  • Must be available to report to duty during emergency or disaster situations.
    Other periodic travel may be required.
  • Must meet physical requirements to perform functions of the position.
  • Must attend/complete all Louisiana Military Department (LMD) annual training and other training required for the position.
  • Must adhere to the Code of Ethics and foster a Sexual Harassment-Free Environment.


CONDITIONS OF EMPLOYMENT: By submitting an application for employment with the Military Department, the applicant agrees to the following conditions of employment:

  • All LMD positions require in-office attendance. This is not a remote position.
  • Salary is paid by Electronic Funds Transfer (EFT) / Direct Deposit Only. A checking or savings account is required for employment.
  • For positions requiring computer/email access selected applicant must qualify to obtain a Department of Defense Common Access Card (CAC) Card and maintain eligibility.
  • LMD is a substance abuse and drug free workplace. The selected applicant must pass a preemployment background investigation and pre-employment drug test. Thereafter, all employees are subject to random drug testing.
  • To become an employee of the LMD you must be a current member of the Louisiana National Guard or eligible for membership in the Louisiana State Guard.
  • The selected applicant must pass a pre-employment criminal background investigation prior to employment.
