POSITION PURPOSE
Coordinates the implementation and ongoing administration of the District's performance management systems and Enhanced Teacher Incentive Allotment (TIA) program to ensure appraisal, performance evaluation, coaching, compensation, and continuous improvement processes are implemented accurately, consistently, and in alignment with District priorities.
Supports districtwide administration of T-TESS, T-PESS, counselor appraisal systems, central office evaluation systems, and Enhanced TIA processes through monitoring, data analysis, training, technical assistance, compliance tracking, stakeholder communication, and continuous improvement efforts. Ensures performance management and Enhanced TIA systems produce timely, accurate, and actionable information to support campus and district leaders.
ESSENTIAL JOB FUNCTIONS
Coordinates implementation of districtwide performance management, appraisal, and Enhanced TIA systems to support educator effectiveness and continuous improvement.
Supports administration of the District's Enhanced TIA program, including designation processes, data validation, stakeholder communication, and compliance with state and local requirements.
Coordinates systems and processes to support timely, equitable, and consistent implementation of T-TESS, T-PESS, counselor appraisal systems, central office evaluation systems, and other employee performance management processes.
Monitors and facilitates annual performance management calendars, timelines, milestones, compliance requirements, and submission processes to ensure all evaluation activities are completed accurately, timely, and in accordance with District, state, and program requirements.
Develops, maintains, and monitors reports, dashboards, and data tools related to appraisal completion, designation eligibility, performance outcomes, and implementation fidelity.
Collects, validates, analyzes, and reports performance management and Enhanced TIA data to support decision-making and program monitoring.
Provides technical assistance regarding T-TESS, T-PESS, Enhanced TIA requirements, appraisal timelines, compliance requirements, and performance management procedures.
Develops and maintains guidance documents, training materials, resources, communication tools, implementation supports, and procedural documentation related to performance management and Enhanced TIA.
Monitors implementation milestones, appraisal completion rates, observation requirements, certification requirements, submission processes, and program deliverables to ensure compliance.
Analyzes quantitative and qualitative data to identify trends, implementation gaps, and areas for improvement and recommends appropriate actions.
Prepares reports, executive summaries, presentations, recommendations, and supporting documentation related to performance management and Enhanced TIA outcomes.
Collaborates with campus and district leaders to support effective implementation of appraisal, evaluation, and Enhanced TIA compensation systems.
Maintains confidentiality and security of appraisal, compensation, personnel, and student-related information.
Supports audits, monitoring activities, data submissions, and compliance reviews associated with performance management and Enhanced TIA programs.
Demonstrates flexibility in scheduling and availability, including extended or adjusted work hours during critical periods and high-priority deadlines to ensure timely, accurate, and high-quality execution of all deliverables.

Knowledge of T-TESS, T-PESS, counselor appraisal systems, central office evaluation systems, and performance management practices.
Knowledge of Teacher Incentive Allotment requirements, local designation systems, data validation procedures, student growth measures, observation data, and state submission requirements.
Skill in coordinating implementation of performance management and Enhanced TIA initiatives.

TRAVEL REQUIREMENTS
Travels to school district buildings and professional meetings as required.

Tools/Equipment Used: Standard office equipment, including computer and peripherals.
Posture: Prolonged sitting; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
Lifting: Occasional light lifting and carrying (less than 15 pounds).
Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.
Attendance: Regular and punctual attendance at the worksite is required for this position.

MINIMUM REQUIRED QUALIFICATIONS
Education: Bachelor's degree from an accredited college or university required Advanced degree in a related field preferred.
Certification/License: Valid Texas Teaching Certification preferred. T-TESS and/or T-PESS appraiser certification preferred.
Experience: Minimum of three (3) years of progressively responsible experience in educator evaluation, performance management, teacher or leader development, human capital systems, accountability, data analysis, or campus- or district-level instructional leadership required.
Successful and verifiable track record in coordinating projects, implementation efforts, timelines, or cross-functional initiatives required.
Experience supporting or implementing T-TESS, T-PESS, educator appraisal systems, or employee performance management processes preferred.
Experience utilizing performance data, student growth measures, appraisal evidence, or related accountability indicators preferred.
Experience supporting Teacher Incentive Allotment, strategic compensation systems, educator effectiveness initiatives, or related programs preferred.
Experience developing and delivering professional learning and technical assistance preferred.
