Job Description:
Overview
To perform a variety of professional, technical, and/or administrative human resource functions accurately within the Human Resources Department.
Essential Functions
- Responsible for a variety of human resource functions; will be cross-trained and perform in a number of different HR functions and responsibilities, including intake and assessment of employee relations issues.
- Coordinates and conducts orientation sessions to introduce new hires to company policies, culture, and values.
- Conducts surveys and research to assess training needs throughout the city departments.
- Develops trainings and facilitates the content for the city departments.
- Manages the vendors/contractors that assist with the City's training needs, including logistics for training activities and managing the training budget.
- Responds to questions, counsels, and advises employees and supervisors on personnel policy and procedures, personnel programs and their related policies.
- Assigns door access rights to city staff; configures schedules, holidays, and other functions. Trains others as needed.
- Assists in identifying and resolving issues with assigned software systems by working with vendors and internal departments to update and troubleshoot software, and escalates issues as needed.
- Coordinates employee recognition, designs and implements programs to boost morale, engagement, and productivity, organizes recognition events and activities, and manages the budget for employee recognition programs.
- Coordinates data input and collection on a variety of HR issues.
- Conducts on-site audits and interviews with incumbents and supervisors for a variety of subjects and prepares reports.
- Makes independent decisions, as assigned, consistent with the formal personnel system rules and regulations and the established departmental policies and procedures.
- Designs, conducts, and analyzes surveys to recommend competitive information to attract, motivate, and retain employees; reviews responses, analyzes data utilizing compensation methodologies and statistics.
- Provides quality customer service to city departments, city personnel and applicants in a variety of human resources topics.
- Processes and monitors invoices and budget for timely payment of HR-related areas(Benefits, Recruiting, etc.).
- Provides guidance and acts as back-up support for recruiting.

Minimum Qualifications
- Bachelor’s degree from an accredited college or university in Human Resource Management or related field,
- Four (4) years of experience in human resource management functions and activities,
- Or the equivalent in education, training, and experience which would provide the necessary knowledge, skills and abilities,
- Society of Human Resource Management (SHRM) Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) or SHRM-CP or SHRM-SCP preferred.
Job Based Competencies
- Knowledge of federal and state laws and statutes pertaining to human resources and how to correctly apply those to the City's workforce.
- Knowledge of City Charter and Code as it relates to personnel, Human Resources and Human Relations Board and City Personnel Rules and Regulations.
- Knowledge of classification and compensation policies and practices, and of job descriptions.
- Ability to develop human resources policies and practices to solve or address issues.
- Knowledge of databases, report writing, access monitoring software and Microsoft Office suite products.
- Ability to function in a team environment by assisting in time-sensitive projects and accepting assignments by other team members as needed to produce a quality departmental product.
- Ability to communicate effectively, orally and in writing.
- Ability to work in a fast-paced environment.
- Ability to conduct research, complete surveys and prepare reports of findings, and to maintain confidentiality of employee privacy information and data.
- Ability to complete HR functions and duties with a minimum amount of supervision.
- Ability to establish and maintain effective working relationships with other employees, City officials, job applicants and the general public is required.
- Ability to present trainings and experience with public speaking.
Responsibility
Under the direction of and responsible to the Department Head or designated representative. May be assigned to supervise administrative personnel or HR Specialists in the course of specified assignments.
Physical Requirements
This position requires limited physical effort. Position requires visual acuity for reviewing, checking, preparing, and maintaining written and computer files. Incumbent is required to have sufficient hearing to accurately perceive information at normal spoken word levels. Manual dexterity to operate standard office, data entry, and word processing equipment is required.
