POSITION: Coordinator

LOCATION:Office of Child Nutrition

TYPICAL WORK HOURS:8:00 AM to 4:00 PM

FLSA STATUS:Full-time Exempt

SALARY: $88,193 - $95,193 plus competitive benefits package (WVDE Summary of Benefits) equal to approximately 35% of direct compensation

The Coordinator, Office of Child Nutrition, will cooperate with the Director and Manager to plan and implement the state agency administration of selected Child Nutrition Programs. The Coordinator's primary responsibilities will include program oversight, technical assistance visits, and federal compliance monitoring. The Coordinator will conduct monitoring, technical assistance, and oversight activities related to the National School Lunch Program (NSLP), School Breakfast Program (SBP), Child and Adult Care Food Program (CACFP), Summer Food Service Program (SFSP) the Fresh Fruits and Vegetable Program (FFVP), and/or related programs. The Coordinator will cooperate with other child nutrition coordinators in planning and conducting monitoring and technical assistance in public schools, private schools, residential childcare institutions, and childcare sponsors.

DUTIES AND RESPONSIBILITIES:

  1. Under the direction of the Director, the Coordinator will plan, conduct, and coordinate on-site monitoring of public schools, private schools, residential childcare institutions, childcare centers, family day care homes, and summer sponsors.

  2. Cooperate with staff to develop and maintain on-going systems for documenting monitoring, correspondence, training, sponsor applications, and other program activities, as required by federal regulation and state policy.

  3. Assist in the development of policies and related guidance as they pertain to the oversight of federal programs.

  4. Assist in the development of resources, program manuals, and website content to improve program integrity and accountability.

  5. Assist in the management of monitoring and reporting processes for child nutrition program sponsors, as required by regulations and state policy.

  6. Complete, maintain, and file appropriate records and reports pertaining to all monitoring activities.

  7. Cooperate with the Director, Manager and appropriate staff to plan and provide technical assistance and training as assigned.

  8. Assist in the development of evaluation instruments, materials, and proposals related to nutrition and food service management.

  9. Serve as liaison to designated professional associations, special committees, advisory groups, and civic and community organizations as assigned.

  10. Provide outreach and informational services to potential sponsoring agencies.

  11. Work with Department, inter-agency, and the United States Department of Agriculture personnel and programs upon request of the Director or as assigned.

  12. Participate regularly in all staff development programs provided by the Department.

  13. Prepare special reports, budget proposals, and information at the request of the Director or Manager.

  14. Assist in the support of child nutrition claims and the reporting processes based upon reports and requests from the United States Department of Agriculture.

  15. Cooperate with the Director and Manager to develop goals and objectives for program administration and management.

  16. Perform other assignments as deemed appropriate and necessary by the State Board of Education, Associate/Assistant Superintendent, and the State Superintendent of Schools.

EDUCATION AND EXPERIENCE:

  1. Master's degree from a recognized institution of higher education with an academic background in public health, management, nutrition, or a related field.

  2. Two years of successful experience in administration and management of programs related to nutrition or public health.

  3. Knowledge and experience of computers, including use of word processing, spreadsheets, database applications, and Microsoft 365 programs, such as One Drive, One Note, Teams, word, excel, etc. required.

  4. Demonstrated ability in written and spoken communication.

  5. A belief in the goals of the Department, Division, and Office.

  6. Capability and willingness to travel extensively, including overnight stays.

PHYSICAL REQUIREMENTS:

This position is classified as sedentary work, involving prolonged sitting (6-8 hours daily) at a desk or computer workstation. Occasional demands include standing or walking short distances within the office and lifting/carrying up to 10 pounds. This role requires close visual acuity for reading documents and computer screens, clear speaking/hearing for communication, and repetitive wrist/hand motions.   8. The staff member understands that travel throughout WV and out of state (including air travel) may be required on an occasional or frequent basis depending on the needs of the Department.

  9. The staff member understands this is a full-time, on-site position based in Charleston, WV. Remote work options are not available for this position.

  10. The staff member understands that work assignments may change or be added, as priorities emerge with the West Virginia Department of Education (WVDE).

EMPLOYMENT RELATIONSHIP:

Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is "at-will" and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.

The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
