Job Description

Position Title: Controller

Program/Location: Administration – San Luis Obispo

Position Summary:

The Controller reports to the Finance Director and will manage the day-to-day operations in the Finance Department using a trauma informed approach. The Controller will supervise general ledger accounting, including payroll, accounts payable, billing and accounts receivable, and reconciliation of all accounts and expenses. This role requires someone who can maintain the agency’s compliance with generally accepted accounting principles, laws and regulations, and loan covenants, as well as the provisions of our contracts, grants, and contributions. The Controller will manage month-end close and billing and will create financial statements for budget monitoring. In concert with the Finance Director, the Controller will oversee and implement sound business and administrative operations for the entire agency. The Controller upholds and promotes the agency philosophy in all duties performed.

Hours/Salary:

Full-time, exempt position. Anticipated hiring range is $93,766-$124,430 annually. Responsibilities and Duties:

  1. Direct and oversee the organization’s day-to-day accounting operations, ensuring accurate, timely, and complete financial records.
  2. Manage the monthly and annual financial close processes and ensure established accounting and reporting deadlines are met.
  3. Maintain the integrity of the general ledger and chart of accounts, including appropriate accounting by program, cost center, funding source, and reporting period.
  4. Perform monthly bank reconciliations and review other balance sheet account reconciliations, journal entries, accruals, prepaid expenses, and significant accounting transactions. Ensure reconciling and outstanding items are researched and resolved timely.
  5. Prepare and review financial statements, management reports, account analyses, variance reports, and supporting schedules.
  6. Oversee accounts payable, accounts receivable, billing, cash receipts, collections, payroll accounting, employee benefits accounting, and other accounting functions.
  7. Oversee grant and contract accounting, including revenue recognition, receivables, deferred revenue, restricted funds, expenditure tracking, and compliance with funding requirements.
  8. Ensure financial activity is appropriately documented, authorized, allowable, allocable, reasonable, and charged to the appropriate program and funding source.
  9. Oversee reconciliation of the general ledger to payroll, purchasing, fee-for-service billing, housing, fundraising, and other subsidiary systems, and ensure discrepancies are identified and resolved timely.
  10. Maintain and oversee cost allocation methodologies and the allocation of shared, indirect, occupancy, and personnel costs among programs and funding sources.
  11. Oversee accounting for cash, investments, inventories, property and equipment, depreciation and amortization, leases, debt, and other significant assets and liabilities.
  12. Oversee accounting and financial reporting for employee benefit and retirement plans, including ensuring contributions and related liabilities are accurately recorded and reconciled and required financial information is provided to plan administrators and recordkeepers.
  13. Maintain and monitor effective internal controls and segregation of duties over financial transactions, accounting systems, cash receipts, disbursements, payroll, vendor activity, and other financial processes.
  14. Identify accounting, internal-control, and compliance issues; research appropriate treatment; and recommend corrective actions to the Finance Director.
  15. Ensure accounting practices comply with GAAP, applicable federal and state requirements, grant and contract requirements, loan covenants, and organizational financial policies and procedures.
  16. Oversee financial compliance with federal, state, county, and other government contracts and grants and assist in reporting and documentation necessary to demonstrate compliance.
  17. Coordinate the organization’s financial, compliance, grant, contract, and other required audits, including the annual financial statement audit, Single Audit, property and loan covenant audits, and funding-source audits. Coordinate preparation and review of audit schedules, supporting documentation, auditor requests, and the Schedule of Expenditures of Federal Awards (SEFA), and assist with resolution of audit findings and corrective actions.
  18. Coordinate tax and regulatory compliance activities, including preparation of the annual Form 990 with the organization’s CPA firm, maintenance and renewal of California property tax welfare exemptions, and identification, reporting, and remittance of unclaimed property, including stale-dated checks, in accordance with applicable requirements.
  19. Supervise, train, mentor, develop, and evaluate assigned Finance staff; review staff work for accuracy and completeness; and maintain appropriate cross-training and backup coverage for critical accounting functions.
  20. Support the Finance Director with budgeting, forecasting, cash-flow management, financial analysis, regulatory reporting, audits, and other financial management activities as needed.
  21. Promote, encourage, and maintain trauma-informed practices in all services and activities. Practice and promote TMHA’s Collaborative Communication Guidelines to facilitate clear, empathetic, and person-centered communication.
  22. Perform other related duties as assigned by the Finance Director, including assuming responsibility for Finance operations in the absence of the Finance Director.

Job Environment:

Requirements

Minimum Requirements:

  1. Bachelor’s degree in Accounting; or a Bachelor’s degree in Finance, Business Administration, or a closely related field, with substantial accounting coursework and equivalent professional accounting experience.
  2. Thorough knowledge of U.S. generally accepted accounting principles (GAAP) and internal controls required. Experience with nonprofit, grant, and government contract accounting strongly preferred.
  3. CPA, CMA, Chartered Accountant (CA), or comparable professional accounting credential, current or previously held, preferred. Active licensure or certification is not required.
  4. A minimum of seven years of progressively responsible accounting experience, including at least three years of accounting management or leadership experience, including supervision of accounting staff.
  5. Ability to manage complex funding sources and expenses. Experience in nonprofit accounting preferred.
  6. Self-motivated with the ability to work with minimum supervision; ability to plan, organize, and supervise comprehensive computerized accounting and human resources systems.
  7. Demonstrated strong computer skills, including Microsoft Suite with particular emphasis in Microsoft Excel. Knowledge of and experience using automated accounting, financial management, and payroll programs is required.
  8. Strong interpersonal skills, collaborative work style and strong oral, written, and communication skills.
  9. Well defined organizational and time management skills.

  21. This is primarily an in-person position, with the opportunity for occasional remote work based on business needs and supervisor approval.
  22. Conditions of employment include:
  • Must be at least 18 years of age; possess a valid CA Driver’s License, at least 2 years driving experience, reliable transportation, proof of auto insurance, and DMV driving record that meets TMHA’s current vehicle insurance requirements. May be required to utilize personal vehicle and auto insurance.
  • Must comply with a TB assessment (possibly a TB test if needed to confirm a negative tuberculosis result) and receipt of a criminal record clearance through fingerprinting.
  • Must be able to successfully complete First Aid and CPR training.
