Your Opportunity

Stantecs Management Consulting Group in the Middle East is looking for an integrated infrastructure/asset management (pavements and roads assets) consultant to work closely with our client in a transformation journey for their Roads Operation and Maintenance Department.

Your Key Responsibilities

In this role, you will be responsible for delivering transformational work as part of our Management Consulting Group in Qatar, helping our client mature their Roads O&M supply chain through a transformation journey towards Performance-Based contracts. Key responsibilities include (but are not limited to):

  • Support client Section Heads and Engineers in administering a Roads O&M Performance-Based contract including setting the program of works, work inspection regime, managing technical and contractual discussions, review and approve monthly invoices.
  • Management of commercial and project contract function.
  • Administration of the main contract.
  • Compliance with contract notice requirements.
  • Implementation and maintenance of change order register.
  • Identification and production of claims and variation order requests for time and cost.
  • Management of commercial interface with client, other parties and subcontractors.
  • Production of project invoices.
  • Support procurement in commercial management of Sub Consultants and Contractors (as applicable).
  • Input to internal and external weekly and monthly reports as required by the Project Manager.
  • Assist in settling any dispute between the Client and Contractor.


Qualifications

Your Capabilities and Credentials

  • Strong problem-solving abilities and attention to detail are essential.
  • Strong client management experience.
  • Exposure to analytical data and proficiency in working with MS Excel, MS Office, MS PowerPoint, and overall understanding of database management are essential.
  • Capable of working both independently and in a team environment.
  • Ability to work in a multi-cultural work environment and build effective relationships with the Client.
  • Time-management skills ability to work under pressure with dynamic deadlines.
  • Knowledge of relevant contract management documents related to roads asset management (pavements and other civil infrastructure assets) is considered an asset.
  • Ability to work with bespoke contract forms.
  • Ability to interpret contract clauses and draft contractual letters and notices.
  • Ability to identify commercial and technical risks in contract documents.
  • Excellent oral and written English skills.
  • Excellent understanding of FIDIC form of contracts.
  • Computer Literacy and competency must be fully proficient in Microsoft office applications and Lotus Notes.
  • Knowledge and understanding of document control packages and functions
  • Well-developed written communication skills in the preparation of presentations, technical reports, correspondence, and proposals are considered an asset.
  • Working knowledge of performance-based contracts is considered an asset


Education And Experience

  • Must have a Bachelors Degree in Engineering, Business Administration from a Western Country.
  • A Post- Graduate Degree in Construction Management/ Contract Law would be a distinct advantage
  • Must be Chartered from an accredited institution
  • Must have a minimum of 14 years demonstrable experience, with a Minimum of 5 years in Middle East in the same role.
  • Excellent Leadership and management Skills.
  • Experience in managing contracts on behalf of government agencies
  • Experience in working with Bespoke contract forms
  • Ability to understand complex contractual principals and resolve contractual issues.
  • Ability to analyze contractor claims and work with the senior management towards amicable resolution
  • Ability to understand contractual clauses and relationship to the scope of works.
  • Experience with applying contract clauses to the technical scope of works
  • Extensive experience in working as part of teams delivering services to government clients in the Middle east region
  • Ability to present complex ideas in simple ways to the general public
  • Experience working with contractors and consultants on roads and infrastructure projects
