The Broadway Subway Project Corporation (BSPC) is an Acciona-Ghella general partnership to deliver a 5.7 km extension of the Millennium Line, from VCC-Clark Station to Broadway and Arbutus. Once complete, it will provide fast, frequent and convenient service to B.C.’s second largest jobs center, world-class health services, an emerging innovation and research hub, and growing residential communities.

Under the direction of the Procurement & Subcontracts Manager, the Contract Lead will be responsible, during the project execution phase, to lead, coordinate and support the functions related to procurement and agreements downstream as necessary for the correct operation and progress of the Project. The individual must have the ability to operate and manage at the executive level of the Project structure, typically in a Joint Venture environment.

  • Follow up, coordinate and support the activities related to procurement and subcontracts including support in contractual development of Purchase Agreements, Subcontract Agreements, Rental Agreements and Consultancy Agreements.
  • Support as a liaison between procurement and subcontracts and other functional areas of the project.
  • Coordinate and supervise in a proactive manner with each procurement and/ or subcontract´s member about compliance with project´s plans and procedures including actions are met in a timely manner. Assess and plan for recovery measures including risk management in coordination with Procurement and Subcontract´s Manager for non-compliances.
  • Assist in the preparation, review, and administration of contracts, ensuring compliance with project requirements and company policies, and drafting contractual letters as needed.
  • Prepare regular reports on project progress, financial status, and procurement and contract performance for internal and external stakeholders;
  • Prepare review and process subcontractors’ payment applications for preparation of certificate of payment;
  • Participate in, prepare for internal stakeholder and or client/subcontractor meetings as required;
  • Maintain organized and accurate records of all commercial activities, including procurement, contract documents, change orders, and correspondence;
  • Assist in identifying and mitigating commercial risks during pre and post award associated with the project;
  • Perform clerical duties as needed, including data entry, filing, and document management;
  • Formulation and negotiation of requests for changes, claims (including details, additional costs and time requests);
  • Insurance claims administration;
  • Undertake assigned commercial tasks under guidance of Procurement & Subcontracts Manager;
  • Ensure compliance with the current health and safety regulations.
  • Support Procurement & Subcontracts Manager with any other daily commercial/contractual activities as needed

Required Skills and Competencies

Experience/Qualifications:

  • Bachelor’s degree in quantity surveying / Construction Management / Business or other relevant discipline preferred or equivalent proven experience
  • At least 3-5 years of relevant experience in a similar role in Contracts Administration
  • Strong Microsoft skills (MS Office) and able to learn new systems
  • Strong proficiency of the English language, oral and written
  • Strong interpersonal, communication and relationship development skills
  • International major contractors experience in joint venture environments preferred.
  • Ability to work collaboratively on a diverse team and fast-paced environment
  • Ability to handle multiple tasks, prioritize and pay attention to detail
  • Ability to identify and analyze problems and provide solutions.
  • Ability to self-manage, be solution oriented, be organized and be flexible
