Contracts & CPSR Compliance Consultant

We are looking for a Contracts & CPSR Compliance Consultant to join our growing team. This is a high-impact role for a contracts professional who thrives on complexity, takes ownership of client relationships, and brings real depth in both contract administration and CPSR compliance. You’ll manage the full contract and subcontract life cycle for a portfolio of GovCon clients — ensuring their purchasing systems are not just compliant, but audit-ready and built to last.

RESPONSIBILITIES:

Reporting to the Associate Director, Contracts, Procurement, & Pricing services, the role includes:

Contract Administration

  • Own the full pre- and post-award life cycle for a diverse portfolio of contract types, including CPFF/CPAF/CPIF, FFP, T&M, LH, IDIQ, BPA, and BOAs.
  • Interpret complex contract terms and identify obligations, risks, and action items — translating regulatory language into clear guidance for client teams.
  • Drive contract administration from award through closeout, keeping clients on track and in compliance at every stage.
  • Spot compliance gaps early and communicate them to clients clearly — before they become problems for clients or their primes.
  • Manage daily contract activities across multiple client accounts, balancing competing priorities while maintaining rigorous compliance with FAR, DFARS, and client-specific requirements.
  • Maintain well-organized, audit-ready contract files and drive open action items to closure.
  • Execute subcontract closeout processes in compliance with contractual terms and federal requirements.

CPSR & Purchasing Compliance

  • Evaluate client purchasing policies and procedures against FAR/DFARS standards — identifying gaps and recommending practical, implementable updates.
  • Review purchase orders and subcontracting instruments for CPSR compliance, flagging deficiencies and supporting corrective action.
  • Lead CPSR preparation engagements — conducting thorough gap assessments of purchasing system documentation, policies, and transaction files against current DCMA/DCAA evaluation criteria.
  • Help clients build and sustain a CPSR-ready purchasing system, ensuring consistent documentation of consent thresholds, competition rationale, source selection justifications, and subcontract file contents.
  • Conduct mock CPSR file reviews prior to formal government audits, identifying deficiencies and coaching procurement staff on corrective actions.
  • Support ongoing CPSR administration — monitoring purchasing system health, tracking compliance trends, and advising on individual transaction decisions.
  • Draft and update purchasing system manuals, procurement policies, and procedures to align with FAR Part 44, DFARS 252.244, and applicable agency supplements.
  • Ensure subcontract files are complete and audit-ready — with thorough documentation of competition, price reasonableness determinations, and consent submissions.

Client Advisory & Reporting

  • Serve as a trusted advisor to client teams on contract requirements, regulatory obligations, and procurement best practices.
  • Prepare concise, accurate contract briefs and status summaries that keep stakeholders informed and decisions moving.
  • Maintain accurate contract data and produce client-facing reports that support informed decision-making.
  • Stay current on regulatory changes, industry developments, and BOOST internal practices through ongoing training and professional development.

  • Client confidence — clients and stakeholders view you as a knowledgeable, responsive, and reliable contracts resource.
  • Proactive compliance — non-compliance issues and contractual risks are identified and communicated before they become problems.
  • Quality deliverables — agreements, modifications, and other documents are compliant, thorough, and well-supported.
  • CPSR readiness — clients go into CPSR reviews with confidence. Their files are complete, their policies are current, and their team knows what to expect.
  • Team contribution — you openly collaborate, share knowledge, and show up as a reliable partner to both your BOOST colleagues and the client teams you support.

QUALIFICATIONS:

Experience & Education Requirements:

  • Bachelor’s degree or equivalent combination of education, professional training, or work experience.
  • 7+ years of professional experience with a federal government contractor covering the following –
    • 4 years of on-point FAR based contracts or revenue generating subcontracts experience working for a government contractor or within a government contracting division.
    • 3-4 years of experience managing subcontracts or major vendor purchased within a CPSR compliant system.
  • Proven experience working within an approved and adequate purchasing system (CPSR) is required.
  • Strong communication and analytical skills.
  • Proficiency in Microsoft Office Suite, particularly Excel.

Work Authorization Requirements:

  • Must be a U.S. Citizen

Preferred Qualifications:

  • CFCM or CPCM certification (preferred but not required)

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Close vision required.
