Range: $57,346.00 to $86,019.00 per year.

Hiring Range: $57,346.00 to
$80,000.00 per year.

This
is an exempt (salaried) position. Pay
rates are based on education, skill, experience level and internal equity.

Services
For Adults (SFA) is a part of the Adult Services Division of the Mecklenburg
County Department of Child, Family, and Adult Services. The division is responsible for three main
program areas: Adult Social Work Services, the Senior Citizens Nutrition
Program, and the Mecklenburg Transportation System (MTS).

Position Specific Information

The Mecklenburg Transportation System (MTS)
provides coordinated non-emergency and general public transportation to
eligible residents in Mecklenburg County.

The Contracts Administrator / Social Services
Program Coordinator
is responsible for managing and overseeing contracts
related to purchased transportation services within the Mecklenburg
Transportation System (MTS). This includes ensuring vendor compliance,
maintaining safety and service standards, and supporting program integrity
through detailed monitoring and documentation.

In addition, the Contracts Administrator leads
community engagement and outreach efforts, helping residents understand
available transportation services, strengthening relationships with community
partners, and ensuring equitable access for all eligible populations.

Position
expectations include, but are not limited to:

Contract Management & Compliance

  • Oversee all contracts for purchased transportation
    services.
  • Monitor contracted
    transportation providers to ensure compliance with safety standards,
    service requirements, and contractual obligations.
  • Conduct scheduled and
    unscheduled on‑site provider assessments to ensure compliance with the
    MTS System Safety Plan.
  • Review provider-reported
    complaints, investigate issues, and determine corrective actions.
  • Maintain and audit compliance
    documentation, performance records, and safety-related training
    requirements.
  • Ensure correct application of
    federal and state policies regarding program and funding eligibility.
  • Facilitate regular communication
    and meetings with contracted vendors to provide updates, clarify
    expectations, and address concerns.

Program Coordination & Reporting

  • Prepare monthly, quarterly, and annual reports
    reflecting contract performance, vendor compliance, and operational
    needs.
  • Support ongoing program improvements by monitoring
    trends, identifying challenges, and proposing solutions.
  • Coordinate internally with supervisors and staff
    to ensure consistent communication and program alignment.

Community Engagement & Outreach

  • Represent MTS in community events, informational
    sessions, and outreach activities to raise awareness of transportation
    options.
  • Build and maintain partnerships with community
    organizations, service providers, and advocacy groups to strengthen
    transportation access.
  • Develop outreach materials and messaging that
    explain program eligibility, resources, and transportation procedures.
  • Gather community feedback and relay insights to
    leadership to guide program enhancements and service equity efforts.
  • Serve as a liaison between the community and MTS
    to ensure client needs are clearly communicated and addressed.

Stakeholder & Staff Collaboration

  • Coordinate and facilitate internal meetings
    focused on contract monitoring, vendor performance, and program goals.
  • Participate in professional trainings, workshops,
    and conferences related to contract oversight, transportation safety,
    and
    social services.
  • Work closely with internal teams to support
    quality control, program readiness, and compliance needs.

Business
hours are Monday – Friday, 8 am to 5 pm. Office location is 3205 Freedom
Drive, Charlotte, NC 28208.

Coordinate
and supervise the overall functions of a program within social services.
This position, under minimal supervision, is responsible for ensuring
quality control and appropriateness of the program, coordinating special
projects, and preparing applicable reports.

Essential Functions

Coordinate and supervise program activities and assist in the development of program.
Conduct staff meetings with personnel to discuss plans, programs, and issues; work closely with other supervisors and managers.
Review and audit staff cases and workloads to prioritize duties and referrals for new cases.
Participates in staff conferences regarding programs.
Investigate and take action on requests, suggestions or complaints concerning services in the assigned area.
Monitor current programs and assist with the development of new programs.
Complete monthly and quarterly program reports.
Participate in staff conferences, workshops and other learning regarding assigned programs.
Provide leadership to staff members.
May be required to staff shelters in the event of disaster.

Minimum Qualifications

Experience: Minimum of three years of social services
or human services experience.

Education: Bachelor's degree in a related field.

Licenses and Certifications:
Requires a valid North Carolina or South Carolina Driver's License
May require County Driving Privileges

Preferred Qualifications

Experience with NCTracks Operations or similar provider communication portals.

Experience with FTA and FMCSA compliance guidelines.

Knowledge of or experience in contract management.

Knowledge of or experience in community engagement strategies.

Availability for occasional after-hours support related to vendor or community needs.

Computer Skills
Proficient in various computer applications including Microsoft Office Suite
