Contractor Support to Electromagnetic Operations & Electromagnetic Warfare (EMO/EW)

Position Overview:

The Contractor Support to Electromagnetic Operations & Electromagnetic Warfare (EMO/EW) provides support to the development of EMO/EW capability products in accordance with NATO's governance model for delivering common-funded capabilities across the DOTMLPFI lines of development, working under the guidance of the ACT Joint Effects Capabilities Program Director/Section Head, the EMO/EW Project Coordinator, and the JE Integrator/Architect. This role supports program management efforts, including interaction with EMO/EW and Joint & Multi-Domain Effects stakeholders from strategic to tactical levels, and contributes to the elicitation, capture, analysis, and traceability of higher and lower-level requirements such as capability targets, operational requirements, and interoperability requirements across all aspects of DOTMLPFI. The incumbent supports the development and review of EMO/EW doctrinal products, coordinates DOTMLPFI development and implementation synchronization, and recommends courses of action to resolve capability development issues, while organizing and participating in workshops, conferences, and meetings, and collaborating with national and international military and civilian organizations, centers of excellence, and academia. Additionally, this individual administers program status information in ACT's warfare development information-sharing environment, supports interaction with NATO Agencies on capability validation, identifies lessons and best practices, and supports Program Director and Project Coordinator travel to meetings and conferences up to 40 days per year; qualifying candidates hold a master's degree (or bachelor's with 5 years of relevant experience) in engineering, information systems, computer science, or a related field, bring demonstrated experience briefing senior leaders, at least 5 years of operational EMO/EW experience at the tactical or joint level (such as JICO, NAVWAR, PNT, or BSM), and program management experience within complex, multinational, or NATO command/force structure environments.

Job Responsibilities:

• Provision of support to the development of Electromagnetic Operations and Electromagnetic Warfare (EMO/EW) related capability products in accordance with the NATO governance model for the delivery of common funded capabilities across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities and Interoperability (DOTMLPFI) lines of development in a through life cycle approach, based on the guidance of the ACT Joint Effects (JE) Capabilities Program Director/Section Head; the EMO/EW Project Coordinator and the JE Integrator/Architect;
• Support the ACT JE Capabilities Program Director and Project Coordinators in their program management efforts, including the interaction with EMO/EW and Joint & Multi-Domain Effects stakeholders at all levels, from strategic to tactical.
• Support the elicitation, capture, development, analysis, evaluation and traceability of higher and lower-level requirements (such as capability targets, operational requirements, system specifications, interoperability requirements, etc.) across all aspects of DOTMLPFI.
• Support the development, analysis and review of EMO/EW related doctrinal corpus (e.g. policies, doctrines, directives concepts of operation/employment, courses of action and alternatives).
• Coordinate DOTMLPFI development and implementation synchronization; support the development of recommended courses of action to resolve issues relating to capability development, across the capability's lifecycles.
• Organize and participate in workshops, seminars, conferences and meetings in support of the activities above
• Collaborate with national and international military and civilian organizations, including centers of excellence and academia, in support of the activities above.
• Administration of EMO/EW capabilities development programs status information in the electronic environment supporting ACT warfare development information sharing and coordination.
• Support the interaction with NATO Agencies in context of the EMO/EW capabilities development programs and validation of capabilities.
• Identify lessons and Best Practices and contribute to their learning within the organization.
• Support the ACT JE Capability Program Director and the EMO/EW Project Coordinator and travel to meetings and conferences both within and outside NATO's boundaries for up to 40 days per year.
• Perform additional tasks as required by JE Capabilities Program Director and the COTR related to program management efforts.

Required Qualifications:

• Active NATO Secret Security Clearance
• Master's degree or similar national academic or Military College qualification in engineering, information systems, computer science, project management, business administration or related disciplines. Can be substituted with bachelor's degree and 5 years of experience in relevant field.
• Demonstrate 3 years' experience in the last 10 in briefing senior leaders/decision makers.
• Demonstrate 5 years operational knowledge of EMO/EW at Tactical or Joint level (e.g. Joint Interface Control Officer- JICO and Multi-interface tactical data link experience; Navigation Warfare-NAVWAR, Precision Navigation and Timing-PNT, and Battlespace Spectrum Management-BSM) within the last 12 years either as a military officer or as a civilian.
• Demonstrable experience, minimum of 2 years within the last 10 years, Program/Project Management experience in the past ten years within a complex and dynamic environment, with a focus on military capability development.
• Demonstrable experience, minimum of 2 years within the last 10 years, working in a multinational organization (e.g. European Defense Agency) or NATO Command Structure (NCS) / NATO Force Structure (NFS) and familiarity with NATO agencies' role in system development.
