Job Description

NOTE: This is a 40 hour/week contract (Staff Augmentation) position expected to last through the end of 2026. Work will be based out of our Houston, TX office, or Corvallis, OR office, or Remote with frequent (25%) travel to Houston. NuScale's Houston office is currently in process of moving CityCentre area.

The portfolio resource manager works in close coordination with the Portfolio Integration Manager, the Director, SMR Product Development and Commercial Project Directors, providing processes, data, and tools to enable management of multiple project’s resource loading during project planning, schedule development and execution. This position is specifically responsible for the development and implementation of a comprehensive resource management program that will for integrate resource demands from internal and external projects, both active and planned, identify and resolve issues, and support corporate-level and performing organization resource management efforts to enable project success.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Develop and document a comprehensive and scalable resource management program for NuScale portfolio of projects, the output of which will include resource plans and periodic reporting.
  2. Support Project Directors and Project Managers during the project planning and execution phases to understand current portfolio resource loading and communicate project resource demands to the organization.
  3. Translate high-level potential future projects and change orders into forward looking resource demand forecasts to inform the organization.
  4. Develop tools and standards to provide visual representation of resource needs by organization, discipline, skills, etc. Provide training to work planning and execution leads and project controls teams.
  5. Issue periodic portfolio reporting and resource forecasting based on inputs from human resources, work planning and execution leads, and project teams.
  6. Lead periodic reviews of resource status (supply vs demand) by functional area. Identify and resolve issues in coordination with functional managers.
  7. Coordinate with Project Managers, Project Controls staff, and performing organizations to create, update, and maintain the Resource Management Plans for major projects
  8. Performs other duties as assigned.

  • Quality Assurance: Commits to the understanding in the implementation of quality assurance regulations, standards and guidelines of 10 CFR 50 Appendix B, 10 CFR 21, and NQA-1.

MINIMUM SKILLS, QUALIFICATIONS AND ABILITIES:

  • Education: A minimum of a B.S. or B.A. degree in Construction Management, Engineering, Project Management, Accounting, or Business Administration is required. Directly applicable technical working experience is required.
  • Experience: Minimum of 8 years of full-time working experience in a portfolio resource management with a portfolio of large projects is required. Additional required and preferred experience includes:
    • Exceptional organizational and multi-tasking skills, with an emphasis on coordinating conflicting demands and priorities.
    • Strong technical writing skills. Good communication, computer, presentation and interpersonal skills. Exceptional organization skills and ability to manage complex programs/projects with multiple work phases.
    • Planning, Scheduling, Last Planner, Primavera P6 (mandatory), Oracle Fusion
  • Industry Requirements: Eligible to work under Department of Energy regulation 10 CFR, Part 810.
