Job Description

LCI is seeking a highly skilled and analytical Contracting Specialist who will manage and support procurement and acquisition activities for design and construction projects. This position guides projects through the entire life cycle, ensuring compliance with federal acquisition regulations and agency-specific supplements. The specialist collaborates with project managers, technical staff, and external stakeholders to streamline procurement timelines and ensure project documents are complete and compliant prior to final official submission.

Duties & Responsibilities

  • Manage procurement and acquisition activities for design and construction packages.
  • Formulate structured acquisition strategies and prepare necessary solicitation documentation.
  • Conduct market research to identify sourcing opportunities and evaluate industry capabilities.
  • Provide comprehensive pre-award and post-award oversight for complex construction agreements.
  • Perform detailed proposal evaluations, alongside comprehensive cost and price analyses.
  • Negotiate project modifications, administrative adjustments, and complex contract claims.
  • Review, track, and process technical project submittals and administrative deliverables.
  • Ensure accurate technical descriptions and mandatory regulatory clauses are integrated into project files.
  • Execute complete closeout procedures and facilitate timely project renewals.
  • Advise internal stakeholders on acquisition planning, compliance timelines, and regulatory frameworks.
  • Maintain complete, organized project repositories and program files to ensure audit readiness.
  • Interface directly with architects, engineers, construction teams, military staff, and leadership.
  • Provide meeting and conference support, including stakeholder facilitation and risk communication.
  • Track regulatory updates to ensure internal processes align with changing federal and state statutes.

Education & Experience Requirements

  • Education: Bachelor’s degree or higher from an accredited institution, including at least 24 credit hours in Accounting, Business, Finance, Law, Economics, Contracts, or Management.
  • Experience: Minimum of 2 years of professional procurement experience specifically focused on construction and design acquisitions.
  • Experience Baseline: Proven competency in at least two of the following areas:
  • Developing comprehensive acquisition strategies.
  • Preparing formal procurement solicitation documents.
  • Analyzing financial proposals and engineering change requests.
  • Negotiating project modifications or structural agreement terms.
  • Monitoring provider performance against complex completion schedules.
  • Security Clearance: Must possess and maintain an active Secret security clearance.
  • Citizenship: United States citizenship is strictly required.
  • Licensing: Valid state-issued driver’s license to travel independently between local project and construction sites.

Skill & Certification Requirements

  • Acquisition Management: Deep familiarity with federal acquisition regulations, agency supplements, and cradle-to-grave procurement lifecycles.
  • Technical Systems: Proficiency in enterprise procurement software, financial databases, and file-sharing repositories (such as CON-IT, DEAMS, KTFS, SAM, PIEE, CPARS, and FPDS).
  • Communication: Strong written and verbal communication skills tailored for technical personnel, executives, and external stakeholders.
  • Core Software: Advanced proficiency in word processing, spreadsheet formulas, and database management tools.
  • Analytical Capabilities: Strong aptitude for financial cost/price analysis, business process research, and data gap resolution.
  • Specialized Systems: Ability to interpret, reference, and leverage Geographic Information Systems (GIS) mapping data.
  • Organization: Exceptional capabilities in project file organization, administrative tracking, and multi-task scheduling.
  • Communication: Exceptional verbal and written communication skills, with a proven ability to facilitate meetings, present to stakeholders, and translate complex technical architecture into plain business logic.
  • Highly proficient in business software applications (i.e.: Microsoft Office – Outlook, Word, Excel, Project, SharePoint, and PowerPoint)
  • Strong ability to lead, guide, and mentor personnel and multi—task
  • Position requires sitting, for long periods of time. (Sedentary Work)
  • Most duties require extended use of a keyboard and computer monitor
