Job Description

Our client, The East African Crude Oil Pipeline (EACOP) is a major midstream development spanning Uganda and Tanzania. It includes the construction and operation of a nearshore Marine Tanks and Terminals (MTT) facility in Tanzania. Once completed, the EACOP Company will operate a 1,443 km electrically heated crude oil export pipeline, transporting crude oil from Kabaale–Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for export to international markets.

Principle Responsibilities

  • For each Expression of Interest (EOI), Pre-Qualification Questionnaire and Call for Tenders (CFT), as required: integrate Local content requirements (ITT, Local Content exhibits) / Evaluate bidders’ proposals / Conduct clarifications / Validate final proposals / Attend when required EACOP Contract Committees / Ensures integration of Contractors’ validated LC Plan in Contracts
  • For all EACOP contracts: evaluate Local content potential, integrate specific LC requirements.
  • For EACOP’s major contracts (TIER 1): Follow up & monitor contractors LC performance during Contract execution (monthly meetings, site visits) / Ensure Local content is cascaded down the supply chain / Produce, as necessary, tools to support and enhance local content within the supply chain (such as guidelines).
  • For all EACOP contracts: review and coordinate all Local Content and Procurement plan overall and yearly submission.
  • Lead the development, update, coordination, monitoring and implementation of the EACOP Local Content Plan section related to the Procurement of Goods & Services / Procurement plan.
  • Conduct Local Content analysis for Expressions of Interest, Pre-Qualification Questionnaires, Calls for Tender and bidders’ proposals, ensuring requirements are properly reflected in tender documents, Local Content exhibits and evaluation criteria.
  • Review, challenge and verify bidders’ and contractors’ Local Content proposals, commitments, plans and supporting documentation, including clarification management and final validation inputs for contract award processes.
  • Support contract strategy development by assessing Local Content potential, identifying regulatory obligations and ensuring validated Local Content requirements are integrated into contracts and cascaded through the supply chain.
  • Monitor Tier 1 contractors’ Local Content performance during contract execution through data verification, monthly checks and verifications, site visits where required and follow-up on corrective actions.
  • Consolidate Local Content performance data and prepare accurate monthly, quarterly, annual and ad hoc reports for internal management and quarterly submission to the relevant authority.
  • Maintain fit-for-purpose reporting tools, dashboards, registers and trackers using Excel and other reporting platforms to support data quality, trend analysis and management decision-making.
  • Coordinate the review and submission of Local Content plans, Procurement plans and related annual or overall submissions in alignment with Tanzanian Local Content regulations and project commitments.
  • Prepare presentations, briefing notes, communications and management reports for the Local Content Manager, Contract & Procurement teams, leadership and external stakeholders as required.

Accountabilities:

  • Accountable to implement, secure and monitor EACOP’s Local Content commitments through efficient C&P documents, process, coordination and communication, in line with Tanzanian Local Content regulations, with EACOP’s C&P manager, LC Manager and Local Content requirements and recommendations.
  • Develop good working relations and cooperation, with the latter, with “Capacity Building lead” to align local content requirements with project capacity building plan, and with “Contract & Procurement Lead”, to challenge bidders, contractors and subcontractors local content proposals and contribution.
  • Accountable for supporting the implementation, monitoring and assurance of EACOP Local Content commitments in contracting and procurement processes, in line with Tanzanian Local Content regulations and EACOP requirements.
  • Accountable for the quality, consistency and traceability of Local Content proposal evaluations, contract inputs, performance verification records and regulatory reporting data.
  • Accountable for timely consolidation and préparation of quarterly Local Content performance reports for submission to the relevant authority, ensuring completeness, accuracy and appropriate supporting evidence.
  • Accountable for maintaining strong working Relationship with the Local Content Manager, Contract & Procurement team, Capacity Building lead, contractors and subcontractors to drive compliance and performance improvement.
  • Accountable for identifying risks, gaps or non-compliance trends in Local Content commitments and escalating them with clear recommendations and corrective action follow-up

Requirements

    • Bachelor’s degree in law (LLB), Procurement, Contract Management, Business Administration, Economics, Engineering, Data Analytics or any other related discipline
    • Professional certification in Law, Procurement, Contract Management, Compliance, Project Management, Data Analytics or a related field will be an added advantage.
    • Professional Experience - minimum 8 years of relevant professional experience.
    • Proficiency in Outlook, Excel, PowerPoint and Word. Access is a plus
    • Experienced in contract & procurement and exposure to Total contract and procurement processes and
    • Analytical mind-set, rigorous, pro-active, autonomous
    • Communication skills: clear, concise verbal and written communication; active listening and appropriate escalation.
    • Adaptability and learning agility, adjusts to changing priorities and adopts new tools/processes quickly.
    • Collaboration and service mindset: supports executives and colleagues with a solutions-oriented approach.
    • Accountability and ownership follows through actions, tracks commitments, and closes loops reliably.
