Performs contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with division and district personnel. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Contract Specialist II Essential Duties:
Assists with recommending policy and/or procedure changes.
Administers district Set-Aside programs and building maintenance contracts (BMC) and other consultant contracts.
Assists in receiving payments, preparing deposit vouchers and entering data in an automated information management system.
Assists in researching state and federal statutes and opinions, Department policies and previous contracts.
Assists or briefs the District Consultant Review Committee (DCRC), Consultant Approval Team (CAT) or the Department’s Consultant Review Committee (CRC) on consultant contract related matters.
Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures.
Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts including procurement documents and revisions; writes routine and unique correspondence.
Reviews, interprets and clarifies statutes, regulations, standard policies and procedures to ensure compliance with Department and governmental regulations.
Serves on project, partnering and quality management teams.
Performs other job responsibilities as assigned.
Contract Specialist III (including Contract Specialist II) Essential Duties:
Develops, writes, revises, or prepares contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports.
Meets with project managers to identify objectives, needs and issues concerning project contracts.
Monitors and coordinates with the General Services Division.
Monitors, updates and reconciles accounts and contracts in an automated information management system to include Financial Information Management System (FIMS) and Budget Monitoring System.
Prepares bid proposals including researching previous contracts, writing specifications, advertising notice to bid; contacting bid list contractors; scheduling and conducting pre-construction/pre-bidding conferences and public bid openings.
Prepares certified documents in response to subpoenas, court and open records requests.
Prepares cost analysis studies for contracts.
Minimum Qualifications:
Education: Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis Substitutions for Minimum Qualifications
Contract Specialist II Experience 2 YEARS Contract administration, administrative support, bookkeeping or accounting (Experience can be satisfied by fulltime or prorated parttime equivalent) Related graduate level education may be substituted for experience on a year per year basis.
Contract Specialist III Experience 3 YEARS in contract administration, administrative support, bookkeeping or accounting. (Experience can be satisfied by fulltime or prorated parttime equivalent) Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications
Valid driver’s license. This position requires driving a state vehicle.
