Position Description

This position performs contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and monitoring contracts. Work requires extensive contact with division and district personnel. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.Essential Duties: Essential Duties for a Contract Specialist I, II, III, IV, and V include:Assists in developing plans for implementing new contract evaluation requirementsAssists in developing, writing or revising contracts, amendments, procedures, forms, related documents and provisionsAssists in monitoring contractors' insurance certificatesAudits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and proceduresConducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposes solutionsCoordinates start-work date ensuring all necessary materials will be available for the contractorExecutes agreements and contractsMaintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts including procurement documents and revisions; writes routine and unique correspondencePerforms other job responsibilities as assigned. This position requires driving a state vehicle. Additional essential duties for a Contract Specialist II, III, IV, and V include:Assists with presentations at local, state and federal levelsAssists with recommending policy and procedure changesConfers with legal staff and management on various legal mattersDevelops, writes, revises, or prepares contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reportsReviews compliance of minority participation goals in consultant contractsAdditional essential duties for a Contract Specialist III, IV, and V include:Analyzes, interprets legislation and coordinates the development of policies and procedures to ensure compliance with Department and governmental regulationsAssists in researching and making recommendations concerning contract administration systemsAssists with contract negotiationsAssists with recommending policy and procedure changes and solutionsResearches state and federal statutes and opinions, Department policies and previous contractsReviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements, time extensions, acceptance testing and consultant qualificationsAdditional essential duties for a Contract Specialist IV and V include:Acts as a consultant and provides technical assistance to plan, develop, implement, and monitor effective programs; researches and makes recommendations concerning contract administration systemsActs as a liaison with Regional Mobility Authorities, Metropolitan Planning Organizations, districts, divisions and other state Department of Transportation agencies concerning contract administration systemsAnalyzes, interprets legislation, statutes, federal regulations and coordinates the development of policies and procedures to ensure compliance with Department and governmental regulationsConfers with legal staff and management on various legal matters; inspects and reviews contracts for compliance with certification requirements, laws, regulations, policies, and proceduresDevelops, writes, revises and prepares complex contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reportsAdditional essential duties for a Contract Specialist V include: Develops plans for implementing new contract evaluation requirementsDevelops, writes, revises and prepares highly complex contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies; recommends cancellation of contracts when deviations occurMonitors contractors' insurance certificates

Minimum Qualifications:Education: Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis.
