Caladwich is seeking highly motivated, detail-oriented Contract Specialists to support the U.S. Coast Guard Waterways Operations Product Line (WOPL) and Aids to Navigation (ATON) Program in Norfolk, Virginia. This role is ideal for acquisition professionals who thrive in a fast-paced federal contracting environment and are passionate about supporting mission-critical maritime operations that ensure the safety and reliability of U.S. waterways.

As a Contract Specialist supporting LOG-9, you will provide cradle-to-grave acquisition and contract administration support for ATON-related contracts involving buoy maintenance, fabrication services, lanterns, navigation hardware, and other operational support requirements. You will work directly with Contracting Officers, program stakeholders, and acquisition teams to ensure timely, compliant, and effective procurement support across multiple contract actions and task orders.

This position offers the opportunity to contribute directly to national maritime safety initiatives while supporting complex federal acquisitions in accordance with the Federal Acquisition Regulation (FAR), DHS, and U.S. Coast Guard policies.

Core responsibilities

· Provide acquisition and contracting support to U.S. Coast Guard LOG-9 Contracting Officers supporting the Aids to Navigation (ATON) Program.

· Support cradle-to-grave contracting activities for simplified acquisitions, task orders, and indefinite delivery contracts.

· Conduct market research and acquisition planning activities for assigned procurement requirements.

· Assist with development, preparation, issuance, and management of Requests for Proposals (RFPs), Requests for Quotations (RFQs), solicitations, and related acquisition documentation.

· Review contractor proposals and provide recommendations regarding responsiveness and compliance with solicitation requirements.

· Participate as a non-voting member of evaluation teams supporting oral presentations, technical evaluations, and best value trade-off source selections.

· Assist Contracting Officers with cost and price analysis, negotiation preparation, and development of pre- and post-negotiation documentation.

· Support contract negotiations for contracts, modifications, and task orders.

· Prepare acquisition documentation, memoranda, contract modifications, correspondence, and administrative records in accordance with FAR and agency policies.

· Maintain acquisition milestones, procurement schedules, and status reports to support timely contract execution.

· Utilize Coast Guard procurement and financial systems to manage acquisition and contract administration functions.

· Provide additional contracting and acquisition support duties as assigned in support of mission requirements

Operational Support

· Assist with post-award contract administration activities for ATON and waterway operations contracts.

· Prepare contractor discrepancy reports, cure notices, requests for equitable adjustments (REA), default documentation packages, and related contract administration records.

· Support invoice review and processing activities for assigned task orders and contracts.

· Assist with contract closeout actions, ensuring completion of final documentation, evaluations, and administrative requirements.

· Monitor acquisition milestones and provide regular progress updates to the Contracting Officer and Contracting Officer’s Representative (COR).

· Coordinate with Government personnel, vendors, program offices, and technical teams to resolve acquisition and contract-related issues.

· Support preparation of project plans, monthly progress reports, and acquisition status reporting requirements.

· Ensure procurement documentation and contract files remain complete, accurate, and audit-ready.

· Maintain strict compliance with federal acquisition regulations, internal controls, procurement integrity standards, and Coast Guard acquisition procedures.

· Safeguard sensitive procurement and Privacy Act information in accordance with Government security policies and regulations.

Requirements

Required Qualifications

· Bachelor’s degree in business administration, Acquisition Management, Finance, Public Administration, or related field preferred; equivalent federal acquisition experience may be considered.

· Minimum five (5) years of federal contracting or acquisition support experience performing pre-award and post-award acquisition functions under the Federal Acquisition Regulation (FAR).

· Experience supporting federal acquisitions as a GS-1102 equivalent or contractor supporting federal procurement operations.

· FAC-C Professional certification (or current DHS/USCG equivalent certification standard) required.

· Strong working knowledge of FAR, DHS acquisition policies, simplified acquisition procedures, contract administration, and federal procurement lifecycle processes.

· Experience performing price analysis, cost analysis, source selection support, and acquisition planning activities.

· Experience utilizing federal procurement and financial management systems.

· Excellent written and verbal communication skills, including the ability to prepare acquisition documentation and communicate effectively with Government stakeholders and vendors.

· Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.

· Must be a US Citizen

· Ability to obtain and maintain a favorable background investigation or security clearance as required by the contract.

· Must be able to pass background investigations including a FBI fingerprint check and a National Agency Check with Inquires (NACI) adjudication.
