You are responsible for managing the quality of procurement and contract management throughout the realization phase of civil engineering projects. You lead and coordinate contract preparation, tendering, and execution, ensuring compliance with relevant regulations and internal processes.
You act as the main point of contact for contracts within your project team, oversee contractor performance, and ensure projects are delivered efficiently, on time, and to the required quality standards.
Key Responsibilities
Lead procurement and contract management processes
Develop and implement procurement strategies
Prepare, manage, and monitor contracts during execution
Ensure compliance with legal frameworks, guidelines, and project requirements
Coordinate with internal teams and external stakeholders
Monitor contractor performance through system, process, and product testing
Provide leadership within the project team

Large-scale environmental and water management program
Focus on improving surface and groundwater quality by 2027
Involves multiple infrastructure projects with high political and societal impact
Requires coordination with public authorities, stakeholders, and landowners
Requirements
Bachelor's degree (HBO) in a technical field (e.g., Civil Engineering or similar)
Minimum 8 years' experience as a contract manager in civil engineering
Experience on the client side in both preparation and execution phases
Fluent in Dutch (spoken and written)
Preferred Qualifications
Knowledge of procurement legislation
Experience with civil engineering projects involving water-related structures
Familiarity with:
ISO 9001
System-oriented contract management
Tools such as SAP and Relatics
Risk management practices
Contract models (e.g., D&C, performance-based, engineering services)
