Main Responsibilities
-Work with stakeholders including PM/ CM/PPM to develop and define the overall and individual subcontracting strategy for the project.
-Lead contractors pre-qualification and screening shortlist bidders process, prepare ITB document at good quality and drive tendering process according to set plan for the assigned project;Organize to define work scopes, to finalize bid evaluation criteria.
-Lead to evaluated commercial bids, negotiated contract T&Cs, and made contract award recommendations,including pre-bid meeting and clarification, bid opening and evaluation, CBE(Tender Report) agile approval and contract award.
-Reviewing and identifying potential risks in contract terms and conditions per project scope of service, drafting and/or re-wording relevant terms base on standard Contract Template.
- Use AI technology to improve efficiency and quality of tender evaluation work, including Keelvar system,BOQ evaluation, tender report and contract T&C comparison.
-Claim prevention and Change & Claim Management: pro-active training and tracking of project stakeholders to avoid potential changes and claims, strong negotiation of change orders for additional scope of works exceeding the contractu-al agreement.
-Manage change orders and claims raised by Contractors or Counter claims from Owner by identifying the tenability of such claims/changes from the point of view of contract, and reviewing, evaluating and analyzing the pricing. Issue Change Order after negotiation and ensure complete documentation.
-Based on T&Cs and other contractual documents, draft/review notices and correspond-ences to Contractor.
-Payment: Verification of payment request in accordance with the contracts and the agreed upon payment milestone plan.
-Closing of all contracts after contracts have been accomplished.finalize outstanding and lessonse lean of contract issues, and contractor performance evaluations.
- Support Data collection and analysis to establish benchmark for various type of services.
-Assist in cost savings as well as realization of the PRO Ambition Programs and the Global Strategic Themes.
General Project Complexity:
-The China mega project with high complexity and requirements is under the time and cost pressure.
-PP APAC is a central organization serving China mega project and all BEs' project in APAC at same time.
-The exiting organization resource is no longer sufficient to execute all CI project at in-house model as we did for more than 20 years, thus various execution models are determined to be used at it's best fit, including but not limited to EPC, EPCm, EPs, Split Contract model etc.
-Under the COV Capax target of build faster and cheap, project procurement are front runner to explore all potential souring opportunities..
Job Qualifications:
• - Bachelor's degree or above, Technical university (Mechanical Engineer or Civil Engineer or comparable)• Working experience above 10 years of independent management experience in procurement/contract management/construction supervision.
• Ability to lead, manage and motivate a team as a senior teampeer
• Excellent communication skills, decisive execution, initiative, and decision-making ability, good at teamwork
• Self-driven for problem-solving and continues improvement to strive for value creation to project
• Further Knowledge:
1. Good computer skills (excel, power point);
2. National/international regulations regarding trade and procurement;
3. Good understanding of relevant Chinese Laws ;
4. Excellent English (written and spoken)
