Summary

As the Contract Compliance Analyst you will lead and participate in the analysis and pre- and post- award services to ensure contracts, policies and procedures adhere to United States Department of Housing and Urban Development (HUD) regulations, Office of Management and Budget Uniform Guidance and other grant specific requirements. You will also serve as a resource for staff of grant-funded programs for fiscal and programmatic compliance matters.

Examples of duties

Grant Compliance:

  • Prepare and/or review information and reports for internal and external stakeholders.
  • Assists in preparation for on-site monitoring (programmatic and financial) conducts file reviews, and audits, cross-site evaluations and provides technical assistance.
  • Provide a wide variety of responsible, complex, and administrative and programmatic support for grants and contracts division; oversee assigned administrative processes, procedures and programs; and perform analytical support to assigned programs.
  • Coordinate, assign and review work and established work schedules for group assignments and departmental projects; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Research, develop, recommend, and implement operational, administrative, program and other policies and procedures; may assist Grants Analyst and provide guidance in contract negotiations.
  • Participate and advise staff in administration of agency budgets.
  • Assists in analysis and preparation of risk management projections for subrecipient agreements related to timeliness of expenditures.
  • Develop, manage, and monitor contracts and provides analytical review of associated programs, project goals and objectives for compliance.
  • Coordinate, facilitate, conduct, and participate in inter-departmental, division and various meetings.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, recommend best options and implement approved solution in support of goals.
  • Performs environmental reviews for community planning and development (CPD) grants as the responsible entity for HUD CPD programs.
  • Research, analyze and evaluate programs and policies and procedures.
  • Assist in review of data collection, compilation, coordination, and organization of subrecipient documentation.
  • Assists in responding to concerns and questions and recommend corrective actions.
  • Participate in all phases of the lifecycle of CPD grants; review and analyze agency budgets; make recommendations as needed to remain in compliance with HUD regulations.
  • Assists the Grants Manager with resource development; identifies, recommends, and prepares applications for funding opportunities to support eligible activities.
  • Develop, implement and maintain compliance related policies, procedures and practices including internal controls and quality assurance in accordance with government regulations and organizational needs and objectives.
  • Conduct routine compliance reviews of grant programs to identify potential areas of compliance vulnerability and risk (CoC, CDBG Economic Development Loan Programs, CDBG Public Services Programs, ESG, and HOPWA).
  • Conducts specialized research and analysis, to evaluate and present informed decisions regarding financial and programmatic regulatory compliance.
  • Reviews contractual agreements between the City and subrecipients to ensure compliance with HUD standards.
  • Reviews data entered into Neighborly software for the Entitlement and Competitive Program Agencies to process disbursement payments and reports. Assigned as second level approver in Neighborly software; Provides Neighborly software support to Grants Analysts as needed.
  • Responsible for preparing, reviewing, and submitting required reports to HUD and other federal agencies to ensure full compliance with grant, regulatory, and contractual requirements.
  • Revises and updates internal policies and procedures to ensure ongoing compliance with changes in federal, state, and local regulations, including HUD program requirements.
  • Maintains appropriate records and documentation in accordance with grant regulations.
  • Records and delivers information to the Grants Manager; explains procedures and policies.
  • Provides professional and managerial support to the Grants Manager.
  • Act as the Team Lead conducting studies for best practices including, but not limited to, agency budget analysis, performance assessment, and statistical analysis.
  • Handles sensitive information in accordance with privacy laws and regulations, securing records and always maintain confidentiality.
  • Oversee the work of the team engaged in providing specific services or completing specific projects.

Investigation and Audit:

  • Research and analyze regulations impacting the city and its service providers to determine and alter policies or organizational service contracts.

Monitor Subawards:

  • Ensure subrecipient monitoring procedures are compliant with federal and other applicable regulations and are consistent with sound business practices.
  • Monitor subrecipient compliance with federal regulations and the requirements of their subrecipient agreements through site visits, audits, and other mechanisms applicable to subrecipient monitoring.
  • Recommend actions necessary to resolve issues/concerns and staying abreast of regulatory requirements and standards.
  • Provide guidance in interpreting and executing applicable regulations and subrecipient award terms and condition.
  • Ensuring all policies and procedures are implemented and well documented.
  • Performing occasional internal reviews.
  • Performs other related duties as assigned.

Qualifications

Bachelor's Degree in Accounting, Finance, Business Administration, Public Administration or related field with three years of experience administering grants or performing contract compliance, accounting, legal or finance functions; or possession of any equivalent combination of education.

Must possess and maintain a valid state driver’s license with an acceptable driving history.

Minimum Standards:

SUPERVISORY CONTROLS: Work is performed under the general direction of the Grants Manager. The supervisor spot-checks completed work for compliance with procedures and the nature and accuracy of the final results.

GUIDELINES: Guidelines include City of Savannah policies and procedures, state, federal regulations, and department standard operating procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY: The work consists of varied administrative and supervisory duties. Considerable analytical ability is needed to select, evaluate, and interpret data from several sources; interpretation of guidelines, policies, and procedures is required.

SCOPE AND EFFECT: The purpose of this position is to ensure compliance with HUD guidelines and regulations standards. Participating with others (within and/or outside of community/agency) in program development, service delivery, and supervision of subordinate staff; moderate to serious impact. Successful performance in this position contributes to the efficiency of department operations and enforcement of HUD standards.
