Summary

The Finance Division of the Prince William-Manassas Regional Adult Detention Center is seeking a qualified candidate to join its team and support the agency’s contract administration and business services functions. The ideal candidate will bring a broad range of knowledge and experience, sound critical-thinking and problem-solving abilities, and a strong work ethic. This individual will be expected to work efficiently and effectively, follow established policies and procedures, manage multiple priorities, and provide responsive support to agency personnel.

About This Role:

In this role, you will act as the agency’s Contract & Business Services Analyst, the agency liaison for all contract processes. You will liaise with various stakeholders throughout the agency, and at the County government level while partnering with the Business Services team in support of purchasing, accounts payable, and warehouse supply processes. The ideal candidate will have strong interpersonal skills, advanced computer skills, and an analytical thought process to complement the key work processes of the position.

Contract Analyst:

  • Responsible for full life cycle of contracts from inception to closeout. Serves as the agency Contract Administrator.
  • Act as the lead contact with County procurement partners to facilitate and manage the planning and execution of contract management processes, including generation of contract requirements, contract renewals, and contract expirations.
  • Develop and update Contract Administration Plans (CAPs) and related documentation to support ongoing oversight.
  • Monitor contractor performance, verify deliverables, and maintain accurate and auditable contract records.
  • Identify when a contract change is needed and follow the required process for initiating modifications or amendments.
  • Collaborate effectively with Procurement, Finance, Subject Matter Experts (SMEs), and end-users to address issues, ensure compliance, and support successful contract outcomes.
  • Source County or cooperative contracts to support agency needs and complete required documentation to utilize the contracts.
  • Review agreements and proposals for contract compliance.
  • Partner with business services team to ensure purchases and invoices are compliant with contract terms and pricing.

Business Services Analyst:

  • Manage and track the agency’s capital equipment, including proper processing of surplus sales and disposals, and support the County by performing the agency’s physical capital inventory audit.
  • Track and analyze a variety of historical purchasing data, including compilation of data for required monthly reporting.
  • Generate purchase requests, purchase orders, and change orders.
  • Lead the strategic sourcing and evaluation of comprehensive procurement documents for complex or large-scale agency purchases.
  • Provide purchasing data to assist in the preparation of the annual budget.

Other Duties:

  • Ad hoc reporting and analysis as needed, including in-depth analysis of data and trends to support recommendations for management.
  • Act as backup to Business Services staff including purchasing and accounts payable functions.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • High school diploma or GED.
  • 5 years of related experience in contract administration and/or purchasing.

Preferences:

  • Bachelor’s degree, preferably in business or a related field.
  • Demonstrated ability to work independently, with high-level supervision.
  • Knowledge of local government processes.
  • Knowledge of contract administration processes and procurement regulations and requirements.
  • Strong written communication skills with a proven ability to map complex processes, draft business justifications, and define clear technical or operational requirements.
  • Detail-oriented with a focus on the accuracy of work products.
  • Advanced computer skills, including advanced proficiency in Excel and other Microsoft Office programs.
  • Ability to manage multiple priorities and demonstrate time management skills.
  • Excellent written, verbal, and interpersonal skills to build and maintain professional relationships with stakeholders at all levels, both inside and outside the agency.
  • Strong problem-solving and analytical skills.
  • Able to maintain confidentiality in all business matters.

Special Requirements:

  • Must have a valid driver’s license.
  • Must pass a criminal history background investigation to include fingerprint and driving record check.
  • Must pass a polygraph examination.
  • Must pass a pre-employment physical.

Work Schedule:

Monday through Friday 8:00am-4:00pm, 37.5 hours per week

Hiring Range:

$85,000.00 - $102,000.00 Annually
