Contract & Project Manager Supervisor

This position is located in Tallahassee, FL

and Responsibilities:

Assist in managing and coordinating duties of the Division of Telecommunications (DivTel) Contract & Project Management section.

Responsible for the supervision of staff including performance management, planning and directing work, managing schedules including leave requests, fostering a healthy and positive work environment, and working with the Office of Human Resources during hiring and disciplinary actions.

Establish DivTel contract management and procurement policies, and provide staff and vendor guidance to ensure even-handed treatment of vendors while achieving the best value DivTel customers.

Identify areas where DivTel contracted services are deficient in economy, quality and/or expediency and developing opportunities for improvements.

Monitor and manage contract performance of one or more contracts, to ensure accountability while maintaining collegial and collaborative relationships with DivTel partners.

Identify marketplace opportunities and strategies where DivTel can procure/develop services in a manner that will enhance the value of DivTel services to Florida government.

Inform product managers of requirements of contract and monitoring compliance.

Act as liaison between and DivTel and contractors/subcontractors.

Identify risks and issues and suggest alternatives that lead to best solution.

Respond to complex inquiries regarding contract obligations and revisions.

Proactively work with the client and teams to resolve contractual issues, interfacing with Legal/Departmental Purchasing as needed.

Give advice to product managers and leadership on contractual issues.

Review and manage contractual obligations of the parties, and provide continual review to ensure all terms and conditions are met.

Coordinate procurement of communications and information technology services.

Maintain knowledge of revelant procurement processes and rules, technology and marketplace trends, and strategically apply this knowledge to DivTel’s role.

Ensure that relevant activities are conducted in compliance with Florida Statutes, the General Appropriations Act, State and Federal rules, applicable codes of ethics and instructions from the Governor and superiors.

Knowledge, Skills, and Abilities:

• Exceptional knowledge of program/project management.
• Knowledge and understanding of Microsoft Office 2010 or greater.
• Strong management skills.
• Knowledge of Florida government procurement, contract management, grant management, leasing statutes and rules
• Contract negotiation and management skills.
• Knowledge and understanding of telecommunications technologies.
• Strong oral and written communication skills.
• Very good presentation, team building and leadership skills.
• Experience with contract file management
• Experience with auditing contract files
• Integrity, Communication, Respect, Excellence, Accountability, Teamwork, Empowerment

Minimum Qualifications:

• Completion of a four-year degree from an accredited college or university. Professional experience relevant to the duties of this role can substitute on a year-for-year basis for the required education.
• A current FCCM certification or the ability to obtain one within 12-months of hire.
• Two year’s of supervisory experience
• Five year’s of managing contracts/grants/projects over $5 million.
• A minimum of three years' experience in government procurement in Florida

Preferred Qualifications:

Certification(s) from PMI, Project Management Institute:
• Project Management Professional (PMP),
• Certified Associate of Project Management (CAPM),
• Program Management Professional (PgMP),
• Agile Certified Practitioner (PMI-ACP)
• Florida Certified Contract Negotiator Certification (FCCN)

Other job-related requirements for this position:

• Adheres to safety awareness policies in the workplace, views safety videos when presented, and attends required safety meetings. Practices lessons learned on a daily basis to avoid accidents.
