Senior Contract Administrator – Capital Projects
Under general direction, manages complex procurement and contract administration activities supporting OCTA's major capital improvement projects and transportation programs. This position plays a key role in delivering high-profile infrastructure projects by coordinating competitive procurements, administering contracts, and ensuring compliance with applicable policies, procedures, and funding requirements.
This is an exempt position in salary grade 205: Min – $101,275.20 | Mid – $120,307.20 | Max – $139,339.20/annually. The starting salary will be within this range based on qualifications.

What You’ll Do
- Manage complex procurements and contract administration activities for major transportation and capital improvement projects.
- Develop and administer requests for proposals, invitations for bids, cooperative agreements, and other procurement documents.
- Coordinate architectural, engineering, construction, and professional services procurements involving local and federal funding.
- Administer contracts, task orders, amendments, and construction change orders.
- Support high-profile projects including OC Streetcar, freeway improvements, rail infrastructure, and transit facility improvements.
- Collaborate with project managers, consultants, contractors, and internal departments to support timely project delivery.
- Monitor procurement schedules, contract requirements, and compliance with agency policies and applicable regulations.
- Provide procurement and contract administration support to Capital Programs, Planning, Transit, Facilities Maintenance, and the LOSSAN Rail Corridor Agency.
- Identify and resolve procurement and contract administration issues while balancing competing priorities and deadlines.
What We’re Looking For
- Bachelor's degree in business administration, public administration, finance, construction management, or a related field, or an equivalent combination of education and experience
- A minimum of five years of experience in the development and administration of contracts.
- Significant professional experience in complex procurement and contract administration, preferably involving public agency capital improvement projects.
- Knowledge of competitive procurement practices, contract administration, and applicable local, state, and federal procurement requirements.
- Experience administering architectural and engineering, construction, and professional services contracts.
- Strong analytical, negotiation, problem-solving, and project coordination skills.
- Ability to manage multiple complex procurements and time-sensitive priorities.
- Excellent written and verbal communication skills and the ability to collaborate effectively with project teams, contractors, and stakeholders.
