Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Serves as the principal contract liaison between agency management, contractors, the Legislature, and other customers.
  • Confers with procurement staff, legal staff and management on various legal matters; inspects and reviews contracts for
    compliance with certification requirements, laws, regulations, policies, and procedures.
  • Negotiates contract renewals and amendments.
  • Oversees complex contract programs to include reviewing proposals, issuing work orders, monitoring budget allocations and
    expenditures.
  • Oversees contract documents and ensures management understands and authorizes contract terms involving multiple statewide
    contracting programs.
  • Oversees the administration of complex agreements and contracts.
  • Oversees the audit of payment invoices for completeness, accuracy and compliance with terms of contract and governmental
    contracting rules, regulations and procedures.
  • Researches complex state and federal statutes and opinions, Department policies and previous contracts.
  • Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical
    training; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage;
    and presenting workflow and operational updates to the supervisor/manager.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:


Education: Bachelor's Degree in business administration, finance, or a related discipline.
Experience: 6 years of contract administration, contract management, contract development, or related experience (Experience can be satisfied by full time or prorated part time equivalent)
-Relevant experience may be substituted for education on a year per year basis Substitutions for Minimum Qualifications
Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.

  • Cert TX Contract Mgr (CTCM)

  • Cert TX Contract Dev (CTCD)

  • Contract billing procedures
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external

  • Administrative practices and procedures to include writing, editing and report writing techniques, recording meeting
    notes, record keeping and records management
  • Leading, assigning, reviewing, and monitoring the work of others
  • Prioritizing and organizing work assignments
  • Using computers, applicable programs, applications, and systems

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools

  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
