The Content Strategist or Senior - AI and Emerging Platforms is responsible for ensuring TRS communications content is clear, authoritative, accessible, and discoverable by people and by publicly available AI-driven platforms increasingly used by TRS members to understand their benefits. The incumbent supports the practical, responsible integration of AI enhancements across the Communications Department content, products, and digital platforms, including the TRS website and agency publications. The Senior Content Strategist incumbent serves as the Communications Department senior subject matter expert for AI-enabled communications and guides the practical, responsible integration of AI enhancements across the Communications Department content, products, and digital platforms, including the TRS website and agency publications. This position works with approved, TRS-governed AI tools and works proactively with Communications staff, internal stakeholders, Legal, IT, Information Security, and agency employees.
This position is posted at two levels - Content Strategist and Content Strategist Senior. The selected candidate will be offered the position level that most closely matches their education and experience.
Annual Salary Range:
Content Strategist: $81,168 - $101,460
Content Strategist Senior: $98,214 - $130,000
WHAT YOU WILL DO:
Content Strategy
- Develops or establishes and maintains a content strategy that keeps TRS communications clear, consistent, accessible, accurate, and easy to find across web pages, FAQs, publications, documents, videos, email, and other public materials.
- Reviews or evaluates existing content on an ongoing basis for quality, accuracy, accessibility, and performance, with a focus on improving how content is interpreted and sourced by both users and AI systems.
- Defines, and/or develops and recommends content standards that prioritize plain language, member-focused explanations, and consistent terminology aligned with TRS policy and benefits information.
- Analyzes and/or reports key performance indicators related to content quality, discoverability, AI search accuracy, and efficiency gains from AI-assisted workflows.
- Uses insights and other emerging technologies to continuously refine content strategy, optimization approaches, and departmental priorities.
Generative Engine Optimization (GEO) / AI Search Optimization
- Optimizes TRS content so it is accurately surfaced, summarized, and cited by publicly available AI-driven search and answer engines, including AI overviews and chat-based search results.
- Structures content for AI extractability using clear headings, summaries, FAQs, schema markup, and entity-based organization.
- Evaluates and/or monitors how TRS appears in AI-generated responses and identifies gaps, inaccuracies, or misinformation that require content updates or corrective action.
- Analyzes and/or tracks performance across traditional search and AI-driven search platforms, including growth in AI-referred web traffic and visibility metrics to evaluate communication effectiveness.
- Partners with Communications staff and internal stakeholders to recommend and implement content updates addressing misinformation identified through AI monitoring.
AI Integration and Workflow Enablement
- Collaborates with Communications teams and internal stakeholders to identify needs, recommend solutions, and implement scalable AI initiatives that support member experiences, advance divisional capabilities, and streamline how content is created, reviewed, delivered, and measured
- Creates workflows and plans to improve content, prepare it for AI search, and support AI-assisted content work across the department.
- Stays current on approved TRS AI tools and new AI features to help meet department needs and expand responsible AI use.
- Identifies and recommends opportunities to streamline manual communications workflows through approved AI tools while maintaining required human review, editorial review, accessibility, and governance.
- Provides documentation, training materials, and hands-on guidance to Communications staff to support consistent, confident adoption of AI tools and platforms.
- Coordinates complex, cross-functional AI-enabled communications initiatives and collaborates with Communications teams and internal stakeholders to identify needs, evaluate solutions, and implement scalable AI initiatives that support member experiences, advance divisional capabilities, and streamline how content is created, reviewed, delivered, and measured. - Establishes and maintains AI-assisted communication frameworks, workflows, and implementation approaches supporting content optimization, generative search readiness, responsible AI adoption, and communication effectiveness. (Senior)
- Evaluates approved and emerging AI tools/features and provides strategic guidance regarding practical applications, risks, and adoption opportunities. (Senior)
- Serves as the senior subject matter expert regarding AI-enabled communications, content strategy, generative search optimization, and emerging digital communication practices. (Senior)
Governance, Accessibility, and Compliance
- Ensures content strategy, optimization, and AI integration efforts align with TRS accessibility standards, records management requirements, and agency responsible-use guidelines for AI.
- Establishes and maintains communication-related governance practices that support alignment with TRS accessibility standards, records management requirements, agency responsible-use guidelines for AI, transparency, and information integrity. (Senior)
- Collaborates or coordinates with Communications, Legal, IT, and Information Security to ensure AI-assisted content processes are transparent, compliant, appropriately governed, and preserve human agency through human-centered design and required human review.
- Supports or maintains clear disclosure and documentation practices related to AI-assisted content creation.
- Represents Communications in cross-functional discussions involving AI-enabled communications, content standards, responsible AI practices, and emerging digital communication technologies. (Senior)

WHAT YOU WILL BRING:
Required Education
- Bachelor's degree from an accredited college or university in communications, journalism, digital strategy, information science, marketing, or a closely related field.
- High school diploma or equivalent and additional full-time experience in content strategy, digital communications, search optimization, public-sector communications, or related experience may be substituted on an equivalent year-for-year basis.
Required Experience
- Three (3) years of experience in content strategy, digital communications, SEO-related roles, or closely related experience.
- Five (5) years of experience in content strategy, digital communications, or SEO-related roles, or closely related experience. (Senior)
- Experience working with complex, regulated, or public-sector information where accuracy and trust are critical.
- Experience with business AI tools and technologies, such as LLM-based assistants and embedded AI applications.
Preferred Qualifications
- Experience with generative AI search optimization, answer engine optimization, emerging AI-driven discovery platforms, LLM optimization, GEO, GSO, or AEO.
- Experience managing AI or digital transformation projects and workstreams from scoping through adoption.
- Familiarity with structured content, schema markup, and entity-based content modeling.
- Experience working with analytics or search monitoring tools to assess content performance and misinformation risk.
- Knowledge of accessibility standards, such as WCAG, and best practices for inclusive digital communications.
- Experience designing content governance models, responsible-AI review processes, or scalable editorial workflows.
- Excellent interpersonal skills and ability to build positive, collaborative relationships.
