About the Maine Public Utilities Commission
The Maine Public Utilities Commission (Commission) plays a critical role in shaping the State's energy future. We ensure that Maine people have access to safe, reliable, and reasonably priced utility services, while also supporting initiatives that reduce energy costs and lower greenhouse gas emissions. Our Consumer Assistance and Safety Division (CASD), which is responsible for administering the Commission’s consumer assistance, is currently seeking a dynamic and analytical professional to join our team as a Consumer Assistance Utility Analyst.
As a Consumer Assistance Utility Analyst, you will be responsible for providing written and oral analysis, advice, and support to the Commission’s leadership on a wide variety of issues, across all utility sectors. Work assignments will arise out of informal and formal investigations into consumer complaints relating to billing disputes, inadequate service, and rate discrepancies, including reviewing and assisting with the processing of applicant or customer requests for review of CASD decision letters. Work may also involve reviewing regulatory matters that do not originate in CASD, for example consumer-related issues related to matters pending directly before the Commission and analyzing matters associated with Commission administered low-income assistance programs. Work will involve direct coordination and cooperation with the Commission’s utility analysts and staff attorneys to manage workload and ensure utility compliance with Maine law and regulations.
Key Responsibilities
Attention to detail The ability to pay close attention to detail and to organize and analyze information to provide accurate factual and legal summaries and analysis. A keen eye for identifying discrepancies, inconsistencies, or overlooked details in filings, reports, or technical documentation. You should demonstrate precision in your work, ensuring thorough reviews and well-supported recommendations.
Time management and organizational skills. The ability to prioritize tasks and manage multiple projects. You will need to demonstrate the ability to work independently, stay organized, and meet internal and external deadlines without compromising quality.
Intellectual Curiosity A natural inclination to dive deep into unfamiliar topics, seek out new information, and continuously learn. We want someone who is not afraid to tackle complex factual and regulatory issues and who thrives on solving difficult problems. You will need to be comfortable with ambiguity.
Proven initiative We want someone who takes ownership of their work and is proactive in addressing challenges. Your motivation and ability to organize thoughts, seek out solutions, and ask insightful questions will be a key part of your success.
Minimum Qualifications
Bachelor’s degree from an accredited four-year college or university, preferably in finance, economics, accounting, business, engineering, science, mathematics, or a related field.
Demonstrated mature judgment, strong interpersonal skills, ability to maintain professional working relationships, and the ability to work effectively independently and in teams.
Excellent writing and oral communication skills. Strong writing skills are a necessity, and the interview process may include an on-the-spot writing project
Demonstrated strong analytical and problem-solving skills.
Ability to manage multiple projects, prioritize effectively, and work collaboratively across technical and policy teams.
Experience in utility regulation and complaint resolution is desirable.
