Northrop Grumman Mission Systems is seeking a Consulting Chief Engineer for the Advanced Tactical Programs (ATP) Operating Unit (OU) within Baltimore and Partnered Sites Division’s Tactical Fighters Business Unit (BU). This leader will be responsible for Engineering program execution across all programs within the ATP OU portfolio and represent the Engineering & Sciences organization as part of the OU Director’s staff. This position will be located in Baltimore, MD and is a full-time on-site position and will report to the Tactical Fighters Engineering Execution Director.
What You’ll Get to Do:
The individual will be responsible for technical execution, technology development strategies, and programmatic coordination across the OU in addition to:
Partner with OU Director, Program Directors, and Engineering organization leaders to oversee Engineering execution, strategy, and decision making across the portfolio of programs.
Oversee key technical decision making across the portfolio of programs and adjudicate decisions between Engineering Program Manager, SEIT Lead, and System Architect leaders when necessary.
Host regular technical leadership interchanges for Engineering Program Manager, SEIT Lead, and System Architect leaders ensuring collaboration across leaders, interconnection across programs, and flow of information.
Serve as Program Review Authority for Engineering program health, status, problem resolution / RCCAs, metrics, proposals, cost and schedule performance, risks and opportunities.
Represent Engineering at BU and OU levels for strategic and tactical decision-making ensuring technical leadership team voice is heard and team is informed of final decisions.
Develop and/or review Engineering-content for program executive briefings and represent Engineering in executive level reviews.
Serve as technical spokesperson on Engineering execution to the Customer.
Report Engineering program situational awareness to Engineering organization leaders.
Lead select risk mitigation, issue investigation, or opportunity initiatives.
Support proposal development and review for new program acquisition efforts.
Review financial predictive metrics and Comprehensive Estimates at Completion with team ensuring predictable performance to plan.
Regularly reassess Program Engineering team structure, leveling, roles and responsibilities, and staffing levels to ensure program execution success.
Partner with peer functional leaders including Business Management, Global Supply Chain, Mission Assurance, and Operations to ensure cross-functional collaboration for program performance.
This position is contingent upon the successful transfer of an active U.S Government Secret Clearance and the ability to obtain Special Program Access (SAP).
Basic Qualifications:
Bachelor's degree with 16+ years of experience, a Master's degree with 14+ years of experience, or a PhD with 12+ years of experience in Science, Technology, Engineering, Mathematics or other related technical fields; an additional 4 years of experience may be considered in lieu of a degree.
Active U.S Government Secret Clearance.
Ability to obtain/maintain Special Program Access (SAP).
Demonstrated success leading high performance, cross-functional technical teams.
Experience in systems, hardware, and/or software engineering for architecture, design, integration, verification/validation, production, and/or post-production support in a military/aerospace product environment.
Demonstrated ability to act as the technical point of contact to Executive leadership and/or Customers stakeholder addressing technical requests and translating into actionable deliveries.
Experience in driving schedule, cost, and risk management to ensure projects stay on track, within budget, and resilient to uncertainties.
Preferred Qualifications:
Advanced degrees in Science, Technology, Engineering, Mathematics, or related technical fields.
Active U.S Government Top Secret Clearance.
Leadership and/or technical experience with Airborne Radar technology, development, integration, production, and/or sustainment.
Experience leading programs in the transition from Engineering, Manufacturing, and Development to Production program phases.
Experience with developing, proposing, and executing project plans.
Experience in technical problem solving to include decomposition, root cause analysis, solution development, implementation and monitoring, as well as experience in engineering leadership and support across multiple program phases.
Experience as a Control Account Manager (CAM) managing Earned Value Management System (EVMS) projects.
Experience chairing Engineering Review Boards, approving technical baselines, and ensuring traceability of decisions.

Primary Level Salary Range: $202,500.00 - $303,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
