TEAM Central is an established employee service centre that provides HR generalist services to all City employees and managers, in response to their inquiries by phone or online.

What will you do?

  • Provide consultation to managers on the application of policies to support their delivery of people management, and the implementation, interpretation and consistent application of policies and programs.
  • Provide HR advice to all escalated employees or managers inquiries/cases.
  • Support managers to utilize tools and information at their disposal through coaching and education.
  • Create and refine knowledge content by drafting, editing, and maintaining TEAM Central articles and resource documents, ensuring they are clear, accurate, and aligned with established standards.
  • Provide training and support to HR Representatives with a sound understanding of all employee lifecycle, policy and programs.
  • Assist in coaching HR Representatives on resolutions which do not require escalation.
  • Assist Senior HR Consultants in the management of escalations and complaints by investigating issues/concerns, coordinating information gathering, and informing the development of resources to address recurring themes.
  • Work with managers to support the consistent application of Collective Agreements, providing guidance and support the creation of accessible, standardized resources.
  • Work in partnership with P&E teams to deliver consistent service.
  • Work with other Service Hub teams to provide a standardized service adhering to processes and procedures.
  • Consult with Centre of Focus /Business Relationship inquiries/cases that are outside of HR Consultant scope, to obtain information and inform the development and enhancement of supporting resources.
  • Provide feedback on the implementation of new policies and programs based on the inquiry trends, identifying opportunities to develop and enhance supporting resources for the service centre.
  • Implement detailed plans and recommend policies/procedures regarding program specific requirements.
  • Conduct research within assigned areas, ensuring it reflects current developments by staying up to date on knowledge management best practices, accessibility standards, and emerging trends to support continuous improvement.

What do you bring to the role?

  1. Considerable experience, preferably in a large complex and unionized environment, providing HR related expertise and consultation to a wide range of staff and management inquiries including: recruitment, performance management, collective agreement and policy interpretation and application. Experience in a HR related service centre environment an asset.
  2. Experience providing strategic consultation and issues/case management resolution, compliant with employment legislation, collective agreements, organizational procedures and human resources best practices.
  3. Experience in quality assurance, content auditing, and the application of governance frameworks, style guides, and standardized templates, supporting service centre operations through resource development and maintenance, enhancing service delivery and consistency.
  4. Experience in establishing and maintaining effective working relationships with various stakeholders using a consultative approach and ensuring the delivery of excellent customer service to all levels of the organization.
  5. Experience conducting research and analysis, developing resources, creating reports, presentations, correspondence, etc. often under time constraints.
  6. Post-secondary education in a relevant discipline or the equivalent combination of education and/or experience in human resources. CHRP professional designation is an asset.
  7. Highly developed interpersonal, written and oral communication and problem-solving skills at all organizational levels.
  8. Excellent conflict resolution skills with the ability to de-escalate, identify solutions, and manage competing stakeholder needs.
  9. Well-developed planning and organizational skills, and excellent time management skills, enabling you to manage multiple priorities and assignments simultaneously.
  10. Ability to coach mentor and/or train staff.
  11. Excellent computer skills with the ability to use a variety of software, such as MS Office Suite, HR systems and databases. SAP and Success Factors is considered an asset.
  12. Ability to assess organizational complexity, needs and requirements, working in a matrix environment.
