
We are looking for an experienced, hands-on consultant to help shape and deliver the COO Finance (COOF) transformation agenda. Your focus will be on change and portfolio management, product-led ways of working, and improving operating model effectiveness—turning strategic intent into clear priorities, governed execution, and measurable outcomes. You will lead cross-border initiatives and partner with senior stakeholders across COOF and the CFO organisation.
You will join COMET Strategy & Transformation, working in a global set-up across Amsterdam and Manila, and collaborating closely with Tribes, Super Circles, and central functions.
Work Environment
COO Finance (COOF) executes the CFO/COO strategy and helps evolve ING toward one global digital bank—enabling excellence in Finance through real-time insights, modern technology, strong data use, and effective operations. COMET (Operational Effectiveness & Control) drives COOF’s strategy and change agenda, partnering with colleagues across the Netherlands, the Philippines, and India to make change land in day-to-day ways of working.
Your role & key responsibilities
As Consultant & Portfolio Manager in COMET Strategy & Transformation, you will translate COOF strategy into clear roadmaps and governed delivery. You will steer a complex change portfolio, create transparency through strong reporting and decision-ready insights, and keep stakeholders aligned across Super Circles, Tribes, and countries. In addition, you will pick up and deliver selected change initiatives end-to-end.
Shape and maintain COOF strategy artifacts (e.g., OKRs/KPIs, performance metrics) and safeguard product/capability blueprints.
Turn strategy into roadmaps and execution plans; steer transitions end-to-end.
Orchestrate and govern the change portfolio (insight consolidation, documentation quality, data integrity, and tooling).
Produce bi-weekly/monthly portfolio reporting for senior stakeholders and Management Team discussions; track milestones, predictability, and targets.
Initiate and deliver change projects end-to-end (approach, business case, governance, risks/issues, interdependencies, and escalation).
Provide decision-ready analysis, make trade-offs explicit, and improve steerability across initiatives.
Align and influence stakeholders across COOF, countries, and central functions in a regulated, multi-country environment.

Data-driven steering: turn insights into decision-ready options, trade-offs, and recommendations
Collaboration & results focus: partner effectively across business, tech, and operations; deliver outcomes in a fast-paced, regulated environment.
How to Succeed
Master’s degree (or equivalent experience).
10+ years’ experience in consulting and change management, ideally in banking or another regulated environment.
Strong strategy-to-execution track record: operating model design, roadmaps, governance set-up, and delivery in complex stakeholder environments.
Hands-on execution mindset; comfortable leading and delivering transformation initiatives across borders, with multiple dependencies.
Clear, confident communicator; fluent in English; strong PowerPoint and Excel skills to structure stories and steer decisions.
