Terms of Reference
Location: RemoteDuration: 7 days between 8 May and 11 June 2026; with an additional 3 days before end of 2026 (pending GCF review).

Population Services International (PSI) is pursuing accreditation with the Green Climate Fund (GCF) to expand its ability to design, finance, and implement climate-resilient WASH and other health programs that benefit vulnerable populations. GCF accreditation will enable PSI to access a range of financing instruments to strengthen climate adaptation and mitigation efforts across health systems.
The GCF accreditation process requires applicants to demonstrate alignment with GCF fiduciary standards, environmental and social safeguards (ESS), gender policy, organizational governance, and capacity to manage climate-related programming.
To successfully advance through the remaining stages of accreditation PSI seeks to engage an experienced consultant with specialized expertise in GCF accreditation and climate finance readiness.
Purpose:
The purpose of this consultancy is to provide technical, procedural, and documentation support to PSI to complete all requirements for GCF accreditation, ensuring full compliance with GCF policies and standards and strengthening PSI’s institutional readiness for climate finance.
