Project Context and Scope

IOM Thailand is currently implementing the project Enhancing Safe and Regular Pathways in Thailand by Supporting the Roll Out of the Government’s Five-Year Plan of Action on Anti-Human Trafficking, supported by the IOM Development Fund. The project supports the Royal Thai Government in implementing the National Five-Year Plan of Action on Anti-Human Trafficking through strengthened legislation, policy coherence, provincial planning and protection service delivery.

Under Outcome 2, the project specifically seeks to strengthen the capacity of provincial protection actors to provide services to victims of trafficking in line with national legislation and international standards. Previous and ongoing project activities include the development of provincial anti-trafficking plans of action and an assessment of cooperation mechanisms between government agencies and civil society organizations providing services to victims of trafficking. The assessment identified opportunities to strengthen referral pathways, case management practices, engagement with the National Referral Mechanism (NRM), and the delivery of gender-sensitive, disability-inclusive and victim-centred services.

Output 2.3 builds on this work and aims to enhance the capacities of non-government partners and potential partners to provide protection services to victims of trafficking in line with provincial, national and international guidelines. Activities include development of a capacity development training curriculum, delivery of training for non-government partners, and convening a coordination meeting to develop a practical workplan and recommendations to strengthen partnerships and service delivery beyond the life of the project.

Objectives:

The overall objective of this consultancy is to strengthen the capacity of non-governmental protection actors in Thailand to provide gender-sensitive, disability-inclusive, victim-centred and trauma-informed services to victims of trafficking through the development of a practical training programme, delivery of capacity-building activities, and facilitation of stakeholder coordination to enhance sustainable government-CSO collaboration.

Organizational Department / Unit to which the Consultant is contributing

The consultancy will contribute to ongoing programming under the Protection and Border Governance Unit of IOM Thailand.

Tasks to be performed under this contract

Under the overall supervision of the Programme Manager (Protection) and the direct supervision of the National Project Officer (PBG), the incumbent will provide day-to-day technical and operational support to the implementation of the ongoing IOM Development Fund project, with particular focus on strengthening the capacity of civil society organizations (CSOs) and non-government partners to provide gender-sensitive, disability-inclusive, victim-centred and trauma-informed protection services for victims of trafficking.

1. Provide day-to-day technical and operational support to the Protection and Border Governance (PBG) Unit in the implementation and monitoring of activities under Outcome 2 of the IOM Development Fund project.
2. Support the implementation of capacity-building activities for civil society organizations (CSOs) and non-government partners, including reviewing relevant project documents, assessments, national standards, standard operating procedures (SOPs), referral mechanisms, and protection frameworks applicable to victims of trafficking (VoTs).
3. Assist in preparing, adapting, and updating training materials, facilitator guides, handouts, information, education and communication (IEC) materials, case studies, practical exercises, and other appropriate learning resources on gender-sensitive, disability-inclusive, victim-centred, rights-based, and trauma-informed approaches to protection service delivery.
4. Support the organization and delivery of training workshops, coordination meetings, and other capacity-building activities for CSOs, non-government organizations (NGOs), and relevant stakeholders, including participant coordination, logistical preparation, facilitation support, reporting, and post-event follow-up.
5. Liaise and coordinate with provincial government authorities, civil society organizations, service providers, and other stakeholders, particularly in the Northeast Provinces and Tak Province, to strengthen cooperation, referral pathways, and victim protection services.
6. Support the PBG project team, when necessary, in providing screening, referral, and direct assistance services to potential victims of trafficking, in close coordination with government counterparts and partner organizations, and in accordance with IOM procedures and national guidelines.
7. Maintain and regularly update case tracking systems, beneficiary records, referral databases, and related information management tools, including data collection and verification from Tak Province and other project locations as assigned.
8. Compile, analyse, and summarize project data and information, contributing to the preparation of statistical reports, donor briefs, progress reports, meeting summaries, presentations, and other project documentation.
9. Undertake duty travel as required, to support effective implementation of project activities.
10. Perform such other relevant duties as may be assigned.

Performance indicators for the evaluation of results

• Satisfactory completion of all tasks listed above.
• Timely submission of all deliverables.
• Training curriculum and materials developed to the satisfaction of IOM.
• Successful delivery of training workshop and coordination meeting.
• Submission of final guidelines/workplan and consultancy report.
• Overall quality and practicality of final products.
• Adherence to IOM branding and visibility requirements.

Required Qualifications and Experience

Education

• Bachelor’s degree in Social Work, Public Policy, International Development, Migration Studies, Human Rights, Psychology, Public Administration or a related field from an accredited academic institution with three years of relevant professional experience;or High School diploma with five years of relevant professional experience.
• Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

• Experience in counter-trafficking, protection, migration or related fields;
• Experience in supporting the development and facilitation of training programmes for government and/or civil society partners;
• Familiarity with victim-centred, rights-based, trauma-informed, gender-sensitive and disability-inclusive approaches;
• Experience working with victim protection, case management and referral mechanisms;
• Experience working with government agencies, CSOs and international organizations in Thailand; and
• Knowledge of Thailand's anti-trafficking framework, including the National Referral Mechanism and victim protection systems, is an advantage.

Travel required

Should the Consultant be required to travel by the Organization, the Consultant will be provided with transportation or reimbursed for the cost of their travel following advance agreement and in accordance with IOM’s travel policies, including IN/6. The Consultant will receive a Daily Subsistence Allowance (DSA) according to IOM’s established rates, during their stay in the place of duty while on TDY.

For this consultancy, fluency in English and Thai is required (oral and written)
