1. Role Context

On December 30, 2025, Côte d'Ivoire and the United States signed a Memorandum of Understanding (MoU) to sustainably strengthen the Ivorian health system and improve its ability to effectively prevent, detect, and respond to health threats. Among the national priorities identified are reducing maternal, newborn, perinatal and child mortality, improving the quality of obstetric and newborn care, as well as strengthening the use of data for decision-making.

Within the framework of this strategic partnership, maternal and child health (MCI) is a priority area of intervention requiring dedicated technical support to translate the commitments of the Memorandum of Understanding into high-impact operational actions, both at the central and decentralized levels.

The Tony Blair Institute (TBI) supports the Ministry of Health, Public Hygiene and Universal Health Coverage (MSHPCMU), through the Directorate-General for Health (DGS), in the implementation of the Memorandum of Understanding. As such, the mobilization of a Maternal and Child Health Specialist / Technical Advisor is essential to support the DGS and the relevant technical programs in the coordination, execution and monitoring of priority maternal, newborn and child health interventions.

2. Main mission

Provide technical expertise in maternal and child health to the Directorate-General for Health to support the implementation of the Memorandum of Understanding, strengthen the quality and effectiveness of IMH interventions, support the institutional capacities of actors, and contribute to the measurable improvement of health outcomes for women, newborns and children.

3. Key Responsibilities

The Maternal and Child Health Specialist / Technical Advisor will be responsible for contributing to the coordination, sectoral technical support and monitoring and evaluation of activities related to maternal, newborn, perinatal and child health as part of the implementation of the Memorandum of Understanding.

A. Support for the coordination and monitoring and execution of the SMI priorities

• Contribute to the effective integration of SMI priorities into the Ministry's Delivery routines (weekly monitoring meetings, monthly analyses, quarterly reviews), in conjunction with the DGS and the programs concerned.

• Support the planning, coordination and monitoring of the implementation of priority IMS interventions under the Memorandum of Understanding, ensuring clarity of responsibilities, timelines and performance indicators.

• Develop and update tools for monitoring IMS performance (dashboards, action registers, risk matrices), in coherence with national health data systems (DHIS2 and other platforms).

• Prepare technical notes, sector analyses and operational summaries to support decision-making within governance bodies.

• Identify operational bottlenecks in the implementation of IMS interventions (care provision, quality, human resources, data, community coordination) and propose practical solutions based on the Delivery approach.

B. Support for sectoral priorities

• Support the implementation of actions to improve early access to the CPN1, in particular through the early registration of pregnant women and the involvement of sponsors, women leaders and community actors.

• Contribute to strengthening the quality of antenatal, obstetric and neonatal care, including refocused ANCs, NUBC and the development and monitoring of delivery plans.

• Support mentoring and peer coaching systems (on-site missions, online training, simulations) for the continuous strengthening of the skills of service providers, in particular midwives.

• Support the identification, follow-up and management of high-risk pregnancies, including through the use of telemedicine where relevant.

• Contribute to the organization and use of audits and reviews of deaths (stillbirths, neonatal, perinatal and infant deaths) in a logic of continuous improvement of the quality of care.

• Support quality improvement actions in pediatrics (EAQ, PSIME) and newborn follow-up at the hospital and peripheral levels.

• Support the analysis, validation and regular use of IMS data at the sub-unit, district and program levels, to inform decision-making.

• Contribute to the capacity building of national and decentralized technical teams in terms of performance monitoring, quality of care and use of data.

• Ensure close collaboration with other technical advisors (public health, digitalization, financing) to ensure the coherence of the support provided by TBI.

4. Expected deliverables

• Contribution to the operationalization and monitoring of the SMI priorities within the governance framework of the Memorandum of Understanding.

• Implementation and effective use of tools to monitor the performance of SMI interventions.

• Consolidated technical reports on key interventions (early ANC1, capacity building, mentoring, monitoring of high-risk pregnancies, death audits).

• Documented improvement in the quality of analysis and use of IMS data for decision-making.

• Strengthened capacities of national and decentralised actors involved in the implementation of MSI interventions.

Spécialiste en Santé Maternelle et Infantile– Conseiller Technique

1. Contexte général du projet

Le 30 décembre 2025, la Côte d’Ivoire et les États-Unis ont signé un Mémorandum d’Entente visant à renforcer durablement le système de santé ivoirien et à améliorer sa capacité à prévenir, détecter et répondre efficacement aux menaces sanitaires.Parmi les priorités nationales identifiées figurent la réduction de la mortalité maternelle, néonatale, périnatale et infantile, l’amélioration de la qualité des soins obstétricaux et néonatals, ainsi que le renforcement de l’utilisation des données pour la prise de décision.

Dans le cadre de ce partenariat stratégique, la santé maternelle et infantile (SMI) constitue un domaine d’intervention prioritaire nécessitant un accompagnement technique dédié pour traduire les engagements du protocole d’accord en actions opérationnelles à fort impact, tant au niveau central que déconcentré.

L’Institut Tony Blair (TBI) accompagne leMinistèrede la Santé, de l’Hygiène Publique et de la Couverture Maladie Universelle (MSHPCMU), à travers la Direction Générale de la Santé (DGS), dans la mise en œuvre du protocole d’accord. À ce titre, la mobilisation d’un Spécialiste en Santé Maternelle et Infantile / Conseiller Techniqueest essentielle pour appuyer la DGS et les programmes techniques concernés dans la coordination, l’exécution et le suivi des interventions prioritaires en matière de santé de la mère, du nouveau-né et de l’enfant.

2. Mission principale

Apporter une expertise technique en santé maternelle et infantile à la Direction Générale de la Santé afin d’appuyer la mise en œuvre du protocole d’accord, renforcer la qualité et l’effectivité des interventions SMI, soutenir les capacités institutionnelles des acteurs, et contribuer à l’amélioration mesurable des résultats sanitaires pour les femmes, les nouveau-nés et les enfants.

3. Responsabilités clés

Le Spécialiste en Santé Maternelle et Infantile / Conseiller Techniquesera chargé de contribuer à la coordination, à l’appui technique sectorielet au suivi-évaluationdes activités liées à la santé maternelle, néonatale, périnatale et infantile dans le cadre de la mise en œuvre du protocole d’accord.

A.Appui à la coordination et au suivi-exécution des priorités SMI

• Contribuer à l’intégration effective des priorités SMI dans les routines Deliverydu ministère (réunions hebdomadaires de suivi, analyses mensuelles, bilans trimestriels), en lien avec la DGS et les programmes concernés.

• Appuyer la planification, la coordination et le suivi de la mise en œuvre des interventions SMI prioritaires prévues par le protocole d’accord, en veillant à la clarté des responsabilités, des délais et des indicateurs de performance.

• Développer et mettre à jour des outils de suivi de la performance SMI(tableaux de bord, registres d’actions, matrices de risques), en cohérence avec les systèmes nationaux de données sanitaires (DHIS2 et autres plateformes).

• Préparer des notes techniques, analyses sectorielles et synthèses opérationnelles pour appuyer la prise de décision au sein des instances de gouvernance.

• Identifier les goulots d’étranglementopérationnels dans la mise en œuvre des interventions SMI (offre de soins, qualité, ressources humaines, données, coordination communautaire) et proposer des solutions pratiques fondées sur l’approche Delivery.

B. Appui aux priorités sectorielles

• Appuyer la mise en œuvre des actions visant à améliorer l’accès précoce à la CPN1, notamment à travers l’enregistrement précoce des femmes enceintes et l’implication des marraines, femmes leaders et acteurs communautaires.

• Contribuer au renforcement de la qualité des soins prénatals, obstétricaux et néonatals,y compris les CPN recentrées, les SONUB et l’élaboration et le suivi des plans d’accouchement.

• Appuyer les dispositifs de mentorat et de coaching par les pairs(missions sur site, formations en ligne, simulations) pour le renforcement continu des compétences des prestataires, en particulier lessages-femmes

• Soutenir l’identification, le suivi et la prise en charge des grossesses à risque, y compris par l’utilisation de la télémédecine lorsque pertinent.

• Contribuer à l’organisation et à l’exploitation des audits et revues de décès(mort-nés, décès néonatals, périnatals et infantiles) dans une logique d’amélioration continue de la qualité des soins.

• Appuyer les actions d’amélioration de la qualité en pédiatrie (EAQ, PSIME) et le suivi du nouveau-né au niveau hospitalier et périphérique.

• Appuyer l’analyse, la validation et l’utilisation régulière des données SMI au niveau des sous-unités, districts et programmes, afin d’alimenter la prise de décision.

• Contribuer au renforcement des capacités des équipes techniques nationales et déconcentrées en matière de suivi de la performance, de qualité des soins et d’utilisation des données.

• Assurer une collaboration étroite avec les autres conseillers techniques (santé publique, digitalisation, financement) afin de garantir la cohérence des appuis apportés par TBI.

4. Livrables attendus

• Contribution à l’opérationnalisation et au suivi des priorités SMI dans le cadre de gouvernance du protocole d’accord.

• Mise en place et utilisation effective d’outils de suivi de la performance des interventions SMI.

• Rapports techniques consolidés sur les interventions clés (CPN1 précoce, renforcement des capacités, mentorat, suivi des grossesses à risque, audits de décès).

• Amélioration documentée de la qualité de l’analyse et de l’utilisation des données SMI pour la prise de décision.

• Capacités renforcées des acteurs nationaux et déconcentrés impliqués dans la mise en œuvre des interventions SMI.

5. Profil recherché

Compétences techniques

• Être titulaire d’un doctorat d’Etat en médecine ou d’au moins un Master en santé publique ou équivalent ouêtre titulaire d’un CES/DES en gynécologie-obstétriqueou enpédiatrie ou dans un domaine connexe.

• Justifier d’au moins dix (10) années d’expérienceprofessionnelle dans le domaine de la santé maternelle, néonatale et infantile, dont une expérience significative en Côte d’Ivoire ou en Afrique subsaharienne.

• Solide connaissance des politiques, normes et stratégies nationales et internationales en matière de SMI (CPN, SONUB, santé néonatale, pédiatrie).

• Expérience avérée en renforcement des capacités, mentorat clinique et amélioration de la qualité des soins.

• Maîtrise des approches de suivi-évaluation et d’utilisation des données sanitaires.

• Bonnecapacitéde communicationécriteetoraleenfrançais;

• Capacité à parler et écrirel’anglais

• Avoir travailler au moins trois (03) ans à la DGS est un atout.

• Être capable de mener toutes autres activités confiées par le DGS.

• Collaboration quotidienne avec les équipes techniques du ministèreprincipalement du PNSMEainsi que cellesde TBI.

• Reportinghebdomadaire des activités réalisées à TBI et à la DGS.
