& Responsibilities

The International Development Law Organization (IDLO) serves as the Technical Lead for the third iteration of the European Union’s Governance in Justice Programme (EU-GOJUST) implemented in the Philippines. EU-GOJUST seeks to improve access to justice for all Filipinos and contribute to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. These efforts are pursued by supporting the priorities of Philippine justice institutions such as the Department of the Interior and Local Government (DILG), the Department of Justice (DOJ), the Supreme Court, and justice-sector civil society organizations and law schools.

The project seeks to engage a consultant to support the re-drafting and finalization of the Supreme Court enterprise architecture report and a review of the SC Management Information System Office (SC-MISO) Re-engineering and Development Plan (MRDP). This will be a follow-up study taking off from studies completed under previous phases of the EU-GOJUST project.

The Consultant will draft and finalize the Supreme Court enterprise architecture report which will include the following activities

  • Review previous studies, reports related to the enterprise architecture of the judiciary
  • Document the current state of enterprise architecture in the Supreme Court. This will include enterprise architecture documentation, business process maps, technology inventory, and data architecture models
  • Conduct key informant interviews and focus group discussions with the key leaders and stakeholders on the SC digital transformation and validate enterprise architecture principles for the SC digital transformation based on the SPJI;
  • Draft a Gap Analysis Report, Solution Recommendations, Target State Architecture, a Transformation Roadmap, and a governance framework for the implementation of the recommendations

The Consultant will review the SC-MISO Re-engineering and Development Plan (MRDP) and related studies which will include the following activities:

  • Review the current state of the SC-MISO and other ICT offices within the judiciary
  • Conduct key informant interviews and focus group discussions with the key leaders
  • Draft a Gap Analysis Report, Target State Architecture of SC-MISO and other ICT offices in the judiciary, Organization Transformation Recommendations, and a governance framework for the implementation of the recommendations

Job Requirements

Education and Professional Experience

  • University degree in computer science, software engineering, mathematics, or information systems.
  • Master’s degree in computer science or related field preferred
  • At least 10 years of experience in IT consulting, with a focus on enterprise architecture, agile transformation, and solution development
  • Relevant certifications such as The Open Group Architectural Framework (TOGAF), Systems Engineering Professional certification by INCOSE, Associate Certified Enterprise Architect (ACEA), Certified Information Technology Architect (IASA), and/or LeanIX preferred.

Languages

  • Outstanding written and verbal communication skills in Englishand Filipinoare required.

Specific knowledge, skills and competencies

  • Previous experience in working with the Supreme Court of the Philippines or other justice agencies on ICT preferred.

Terms & Conditions

This consultancy is offered on a deliverables-based contract, with payment disbursed upon satisfactory completion and approval of each milestone as outlined in the Terms of Reference. The selected consultant is expected to commence work as soon as possible following contract signing.
