1.BACKGROUND

Oxfam in Cambodia is implementing the international DGD 2022–2026 programme, “Fighting alongside women against inequalities and for economic justice in food systems.” Its international component is implemented in 5 countries: Burkina Faso, Mali, Niger, Democratic Republic of Congo, Palestine, and one regional - Asia (Cambodia, Laos, Vietnam).

This assignment covers three interrelated components:

• Cambodia country evaluation
• Evaluation of the regional component implemented by four regional partners
• Cambodia-Laos-Vietnam meta-analysis and synthesis

The programme applies a feminist and inclusive approach and has used Outcome Harvesting as a monitoring methodology to capture changes in complex systems. The final evaluation will examine the effectiveness, sustainability, and impact of the programme’s contributions over the 2022–2026 period. It will focus both on the quality of the outcomes harvested as well as on the relevance of the strategies implemented.

2.Objective of the Consultancy

The overall aim is to assess the programme performance and contributions across these three levels, focusing on effectiveness, sustainability, and impact, while generating practical recommendations and lessons learned.

3.SCOPE OF WORK

This evaluation is part of a coordinated set of eight national evaluations, and the consultant is expected to collaboratively work with an international consultant responsible for ensuring methodological coherence and supporting the final evaluations across all countries involved in the DGD programme’s international component.

The specific tasks related to this scope of work are as follows:

• Review of key project documents and existing Outcome Harvesting data from Cambodia and the regional component
• Co-creation of harmonized qualitative questionnaires and tools
• Conduct qualitative data collection (4 FGDs, including Farmer Group, Community-based-organization, Street Vendor, and Plantation Worker, and 10 KIIs in Cambodia)
• Conduct of 4 individual interviews with regional partners and relevant regional actors
• Validate selected outcomes with relevant stakeholders
• Analyse and triangulate findings from multiple sources
• Facilitate a multi‑stakeholder national workshop bringing together Oxfam, partners, consultants, and, where appropriate, other key stakeholders (e.g., local authorities, strategic partner organisations, community leaders). [1]
• Participate in a regional sensemaking workshop organised in November 2026 in Siem Reap, Cambodia, gathering all regional and national partners from 3 countries to present preliminary findings and results (outcomes + field data + triangulation). [2]
• Develop a final country evaluation report integrating triangulation results, results from sensemaking workshops, and recommendations.
• Develop CLV meta-analysis (15-20 pages) integrating the evaluation of the regional component and the cross-cutting analysis of the three national evaluations (Cambodia, Laos, Vietnam)

4.METHODOLOGY

The evaluation will adopt a qualitative and participatory approach, structured around existing Outcome Harvesting. It aims to analyse the programme’s contribution to observed changes, in relation to the DAC criteria selected: effectiveness, sustainability, and impact for both Cambodia country-level interventions and regional component interventions.

Detailed tools and methodologies guidance will be aligned with the overall evaluation framework and agreed upon during the inception phase.

5.DELIVERABLES

Specific outputs and deliverables

The consultant is expected to deliver the following outputs:

• Inception Report including country and regional component (max. 10 pages)
• Field Data Summary/ Triangulation Note (3-5 pages)
• Facilitation of National Validation Workshop
• Developing a draft Cambodia report with preliminary and CLV meta-analysis
• Final Evaluation Report (20-25 pages)
• Final CLV Meta-Analysis report (15-20 pages) including regional component evaluation, CLV synthesis, and meta-analysis

Suggested timeline

The full assignment is expected to be completed within a maximum of 50 days from the date of contract signing.

Indicative Timeline:

• November 2026: sensemaking & triangulation
• December 2026–February 2027: reporting & validation

6.Coordination and Management

• The consultant will work under the supervision of Oxfam in Cambodia and collaborate with an international evaluation team that will provide methodological guidance, tools and quality assurance throughout the process.
• Coordinate with regional partners and, where relevant, Lao and Vietnam evaluation teams

7.PROFILE REQUIREMENTS

Essential criteria

• Proven experience in programme evaluation, preferably with Outcome Harvesting or similar participatory and qualitative approaches
• Strong facilitation and communication skills, with the ability to tailor complex concepts to audiences with limited prior knowledge
• Experience in regional or multi-country evaluations
• Proven capacity in comparative analysis and synthesis
• Demonstrated high awareness working in a multi-cultural environment
• Experience with the integration of a gender lens in facilitation
• Knowledge of Cambodia’ssocial protection systems and political contexts will be considered an asset.
• Demonstrated knowledge of social protection, just transition, and climate change, and experience working in the Asia Pacific or similar contexts.
• Fluency in local language
• Excellent English writing skills
