Cambodia has potential for travel across provinces
Oxfam in Cambodia is implementing the international DGD 2022–2026 programme, “Fighting alongside women against inequalities and for economic justice in food systems.” Its international component is implemented in 5 countries: Burkina Faso, Mali, Niger, Democratic Republic of Congo, Palestine, and one regional - Asia (Cambodia, Laos, Vietnam).
This assignment covers three interrelated components:
The programme applies a feminist and inclusive approach and has used Outcome Harvesting as a monitoring methodology to capture changes in complex systems. The final evaluation will examine the effectiveness, sustainability, and impact of the programme’s contributions over the 2022–2026 period. It will focus both on the quality of the outcomes harvested as well as on the relevance of the strategies implemented.
The overall aim is to assess the programme performance and contributions across these three levels, focusing on effectiveness, sustainability, and impact, while generating practical recommendations and lessons learned.
This evaluation is part of a coordinated set of eight national evaluations, and the consultant is expected to collaboratively work with an international consultant responsible for ensuring methodological coherence and supporting the final evaluations across all countries involved in the DGD programme’s international component.
The specific tasks related to this scope of work are as follows:
The evaluation will adopt a qualitative and participatory approach, structured around existing Outcome Harvesting. It aims to analyse the programme’s contribution to observed changes, in relation to the DAC criteria selected: effectiveness, sustainability, and impact for both Cambodia country-level interventions and regional component interventions.
Detailed tools and methodologies guidance will be aligned with the overall evaluation framework and agreed upon during the inception phase.
