Job Description

Background

The World Meteorological Organization (WMO) is advancing the development of the WMO Commons, a proposed financing and partnership mechanism designed to mobilize public, philanthropic and private-sector resources to strengthen the global weather, climate and water data and services ecosystem.

As climate-related risks increasingly affect businesses, financial institutions and governments, there is growing demand for authoritative climate information to support risk assessment, resilience planning and decision-making. To support the next phase of development of the WMO Commons, WMO seeks to strengthen its engagement with private-sector stakeholders, identify high-potential investment opportunities, and explore innovative financing approaches.

The purpose of this assignment is to support WMO in developing a targeted outreach and engagement strategy for the WMO Commons, identifying and prioritizing strategic entry points and use-case narratives, and assessing the potential market for fee- or subscription-based WMO-certified (or WMO-produced) products and services related to climate risk assessment and monitoring.

Duties and Responsibilities

The consultancy will engage in the following activities:

1. Targeted outreach plan

Objective: Secure commitments by translating the Commons into clear, sector-specific value propositions, with a disciplined outreach and follow-up process.

• Set outreach sequencing (process)

• Set priority targets and 'what's in it for them' and get list of leads from DPPD

• Apply the supply chain / risk and resilience framing to sector-specific outreach where relevant

Insurance / reinsurance (anchor entry point)

Select financial institutions (climate risk / asset management)

Commodity players (weather exposure)

Strategic tech partners (in-kind potential)

2. Strategic prioritisation of entry points and use-case narratives

Objective: Identify and prioritise the most credible and fundable entry points for the Commons based on urgency, funding potential, and alignment with WMO’s comparative advantage.

• Develop a prioritisation framework by defining 4–5 priority entry points 

• Develop narratives for the entry points for the Commons, including the “global supply chain / insurance” framing and language that resonates with corporate audiences

• Link this to the Targeted outreach plan (Deliverable 1)

3. Assessment of the potential market for global fee/subscription-based WMO certified (or produced) products and services to support climate physical and transition risk assessment and monitoring

Education:

Advanced university degree (Master's degree or equivalent) in finance, economics, business administration, international development, sustainability, climate policy, environmental management, or a related field.

Experience:

• Minimum of 10 years of relevant professional experience in private-sector engagement, sustainable finance, impact investing, climate finance, resource mobilization, or partnership development.

• Demonstrated experience working with financial institutions, investors, philanthropic organizations, corporations, and/or multilateral organizations on investment strategies, ESG integration, climate risk, sustainability, or related topics.

• Proven experience developing market assessments, investment cases, stakeholder engagement strategies, or business development plans.

• Experience translating complex technical, climate, sustainability, or development-related concepts into compelling value propositions for corporate and investor audiences.

• Experience engaging with organizations operating in sectors such as insurance, financial services, commodities, technology, sustainability, climate resilience, or international development.

Knowledge & Skills:

• Strong understanding of climate finance, sustainable finance, ESG frameworks, climate risk and resilience, and emerging market trends.

• Demonstrated ability to identify and assess market opportunities, partnership models, and innovative financing mechanisms.

• Excellent analytical, strategic thinking, stakeholder engagement, and communication skills.

• Excellent drafting and presentation skills, including the ability to prepare high-quality reports, strategic recommendations, and materials for senior decision-makers.

• Ability to work independently, manage multiple stakeholders, and deliver high-quality outputs within tight timelines.

Other Requirements:

• Availability during the proposed period

• Ability to respond quickly to urgent requests and provide fast turnaround on document reviews.

Languages:

Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of WMO are Arabic, Chinese, English, French, Russian and Spanish.)

Salary and Allowances: Payband D

Duration: 30 days

Commencement of Duty: 16 June 2026
