Terms of Reference for a P2S Nigeria Early Change Film Videographer
Documentary production and field footage | Draft for vendor quotation | 21 October 2026
World University Service of Canada (WUSC) seeks a Nigeria-based production team to develop a short, character-led film for the Pathways to Scale (P2S) annual learning summit in November 2026. Locations for this shoot would be in Ebony State and Lagos. Vendors should quote against the common scope below and state assumptions and costs clearly.
1 Background and purpose
P2S supports women-owned and women-led enterprises in Ethiopia, Ghana, Nigeria and Rwanda through access to finance and business development support. The first Nigerian loans were recently disbursed. Many are input loans whose results may not be visible until harvest. The film should therefore explore what finance has enabled so far, what evidence exists, and what remains uncertain. It should not present anticipated harvests, sales or jobs as achieved results.
The primary audience is P2S enterprise support organizations (ESOs), WUSC and implementation partners, the Mastercard Foundation and selected ecosystem actors at the summit. Later use on partner channels, in presentations or learning products will require separate WUSC and Foundation clearance. The working editorial idea is “What a Loan Sets in Motion”: an entrepreneur’s own decisions and daily work provide the story, with concise context on P2S and the ESO or financing partner.
2 Editorial approach and story discovery
A provisional narrative arc is: begin with an active work moment; meet the entrepreneur and the bottleneck she faced; show the first use of finance and relevant ESO support; examine what has changed, if anything, through observed action and verified details; end with her next decision and the evidence still to come. The final treatment may change after discovery. If a worker or new job is featured, WUSC will verify the role, start date, paid status and whether it is genuinely new.
3 Production scope
4 Deliverables and handover
Main film: One 3–4 minute documentary film, 16:9, MP4 at 1080p; acquire in 4K where practical. Include clean dialogue, colour and audio finish, licensed music, simple approved titles and partner acknowledgement.
Short version: One to two 45–60 second social media featuring clips of the interviews during the entrepreneurs for use during Global Entrepreneurship Week (week of Nov 16th-20th).
Accessibility and review: English captions and separate SRT; accurate English subtitles for non-English speech; timecoded transcript; private review link; two consolidated revision rounds after rough cut.
Reusable field assets: Organized B-roll and the complete, unedited interview recordings with original sound, plus a simple index identifying speaker, date, location, language, consent status and key topics. Do not substitute only selected clips or the edited film.
Final handover: Final MP4, SRT, transcript, music licences, selected source footage, complete interview files and editable project files on an agreed hard drive or secure cloud transfer. State file sizes, transfer method, storage period, rights and any handover costs.
Still photography: Dedicated still photography (up to 100 edited images), vertical 9:16 cutdown, additional translation, extra revisions and additional shoot or travel days.
Future reuse of B-roll or interviews remains subject to the contributor’s consent scope and WUSC/Foundation approval. The vendor should deliver the material in a way that makes it practical to find and use later.
5 Review schedule (2026)
October 29-30: Agreed story board and production schedule
November 2-4: Film 2–3 days; back up and log footage daily.
November 6: Short video(s) and 100 edited images submitted.
November 13: Submit rough cut, timecoded transcript and claims/questions for WUSC review.
November 25: Submit near-final picture, captions and brand elements after consolidated WUSC review for Foundation clearance.
December 7-11: Reserve editing capacity for Foundation feedback and a further review pass if needed.
State promptly if these dates are not feasible and propose a realistic alternative that preserves review time.
6 Quotation and selection
Submit by October 25, 2026: an itemized quotation in NGN including taxes; three-day base price, two-day alternative and optional items; proposed crew and roles; a concise creative approach; 2–3 relevant human-interest or documentary samples; availability and production calendar; field sound and data-backup approach; secure handover and usage-rights terms; payment milestones and quote validity. Break out local transport, intercity travel, flights, lodging, per diem, interpreters and permits where the route is unknown.
WUSC will compare relevant storytelling experience, editorial judgment, technical and field capacity, ability to meet the review schedule, consent/data handling, completeness of handover and total comparable price.
