Position Title: Safety Security Risk & Compliance Consultancy

Background / Latar Belakang
Save the Children Indonesia (SCI) is a humanitarian organization dedicated to providing humanitarian and development assistance to communities affected by conflict, natural disasters, and other crises. Ensuring the safety and security of staff, beneficiaries, assets, and programs is fundamental to effective program implementation and organizational sustainability.
As part of its organizational transformation, Save the Children Indonesia is strengthening its humanitarian, safety, security, risk, and compliance functions through the development and implementation of an integrated management system. This initiative aims to streamline operations, improve organizational efficiency, strengthen governance, facilitate cross-functional collaboration, and ensure compliance with internal standards, donor requirements, and applicable national regulations.
To support this transformation, Save the Children Indonesia seeks to engage a qualified Safety, Security, Risk & Compliance Consultancy firm to assess existing systems, identify gaps, develop strategic frameworks, and support the implementation of an integrated Safety, Security, Risk & Compliance matters.
Objective of the Assignment / Tujuan Penugasan
The primary objective of this consultancy is to provide strategic and operational leadership on Safety, Security, Risk, and Compliance matters. The Consultant will support the organization in strengthening its safety and security systems, enhancing risk management and compliance practices, and contributing to organizational transformation initiatives, including digitalization and automation efforts within the Humanitarian Division.
The Consultant will serve as a technical advisor and focal point for safety, security, risk, and compliance matters, ensuring that organizational policies, procedures, and practices are aligned with Save the Children standards, donor requirements, legal obligations, and international best practices.

The Safety, Security, Risk & Compliance Consultant will be responsible for providing technical leadership, oversight, and support on safety, security, risk management, and compliance matters across Save the Children Indonesia.
The Consultant will undertake the following responsibilities:

4. Organizational Transformation and Digitalization
5. Reporting and Advisory Support

The Consultant shall be responsible for delivering the following outputs:
Required Qualifications and Experience / Kualifikasi yang Dibutuhkan
• Minimum of 5 years of experience in security management, preferably in humanitarian or development contexts
• Minimum 5 years of experience in degree/certificate in security management, risk management, international relations, or a related field.
• Proven experience in conducting security risk assessments and developing security management plans.
• Strong knowledge of security protocols, crisis management, and emergency response.
• Excellent training and capacity-building skills.
• Ability to work under pressure and in complex and volatile environments.
• Proficiency in [languages required, e.g., English and local languages].
• Strong analytical skills and experience of incident reporting, incident mapping, information collation and dissemination.
• Proven experience and understanding of humanitarian operations and understanding of programming in an emergency.
• Ability to work autonomously in a highly stressful and challenging environment.
• Strong and proven skills in managing a team in hostile environments.
• Proven knowledge of MS office applications and IT literacy and capacity to learn and use other packages.
• Indonesia mother tongue and fluent in English languagues.
