Job Description

Background

Cargill Tropical Palm and Save the Children have a shared vision to improve the lives of palm oil farmers and their communities around the world. We understand that securing a long-term supply of palm oil for Cargill’s business can result in a stable income and a path out of poverty for the most vulnerable families.

Livelihood Intervention (Outcome 1) through the program is currently in the coordination stage. Initial coordination has already been conducted with District Government Stakeholders, existing training centers, resources availability and conducted MSD (Market System Development) in the area. Current community groups are identified (7 groups), inputs like commodities and supporting tools are prepared for upcoming intervention stage.

The program team requires support from a dedicated person who has expertise and experience to ensure livelihood activities, especially horticulture and goat farming program is on site as an external collaborator resource person.

Purpose and Objective

The Livelihood External Collaborator will be supporting RESILIENCE: Youth-led Household Economic Empowerment and Sustainable Sanitationproject in Air Upas, Ketapang District, especially on Livelihood sector (Horticulture, Fisheries, Animal husbandry farming and product sanitation ) and its operations. S/he will be under the line management of Program Manager and will be accountable to Livelihood activities arrangement.

• To initiate and strengthen Livelihood sector (Horticulture, Fisheries, Animal husbandry farming and product sanitation) is in-line with program targeted outcome and outputs and targeted for sustainability:
  • Consistent support in 26 villages
  • Farmers cpacity improvement
  • Optimize selected commodity
  • Implementation evidence
  • Branding board/displays in community groups/individual farming site
  • Time and effort efficiency
  • Improvement of farmers financial literacy
  • Income improvement in community groups/individual
  • Adoption by other village members
• To be a knowledgeable person in providing assistance on Livelihood (Horticultureand Goat farming) activities within the program team.
• To make sure that Livelihood (Horticulture and Goat Farming) become a reliable IGA (Income Generating Activities) to support community alternative income gain.

Scope of Work

The consultant will work regularly with the RESILIENCE: Youth-led Household Economic Empowerment and Sustainable Sanitation, Ketapang program team to support to increase high quality of program accountability. The External Collaborator’s scope of works is included but not limited to:

Livelihood Strategy and Planning

• Develop and implement livelihood strategies, including horticulture, livestock, fisheries, and other income-generating activities.
• Conduct livelihood assessments to identify community needs, opportunities, vulnerabilities, and potential livelihood options.
• Develop activity plans, targets, indicators, and budgets for livelihood interventions.

Horticulture Development

• Design and support sustainable horticulture activities, including vegetable production and other suitable crops based on local conditions and market demand.
• Facilitate the establishment and management of demonstration plots to promote Good Agricultural Practices (GAP).
• Provide technical guidance on land preparation, seed selection, planting, crop maintenance, integrated pest management, harvesting, and post-harvest handling.
• Promote climate-smart and environmentally sustainable horticulture practices, including efficient water management and appropriate irrigation technologies.
• Support farmers and community groups to improve productivity, quality, and profitability of horticultural production.

Livelihood Diversification and Enterprise Development

• Identify and promote viable livelihood diversification opportunities, including horticulture, livestock, fisheries, food processing, and small businesses.
• Support community groups and SMEs to develop simple business plans, production plans, cost calculations, and financial management systems.
• Facilitate access to appropriate financial services and linkages with formal financial institutions.

Market Linkage and Value Chain Development

• Identify market opportunities and facilitate linkages between farmers/groups and buyers, traders, input suppliers, and private-sector partners.
• Support value chain analysis to identify constraints and opportunities for improving farmers' income.
• Facilitate partnerships with market actors such as GoCoMart, collectors, agribusiness companies, and financial institutions

Capacity Building and Mentoring

• Develop and deliver training and coaching for farmers, community groups, and local facilitators on livelihood development and sustainable agriculture.
• Strengthen the capacity of community champions and extension workers to provide continuous technical support.
• Promote peer learning and farmer-to-farmer knowledge sharing.

Monitoring, Evaluation, and Learning

• Monitor livelihood activities against agreed targets, indicators, quality standards, and budgets.
• Monitor and update the condition and status of project assets, including demonstration plots, irrigation facilities, livestock facilities, fisheries equipment, and other livelihood assets.
• Collect and analyze data on production, household income, business performance, market access, and livelihood outcomes.
• Document good practices, challenges, lessons learned, and success stories for program learning and reporting.

Coordination and Partnership

• Coordinate with government agencies, private-sector partners, NGOs, financial institutions, farmer groups, and other stakeholders to strengthen livelihood interventions.
• Ensure livelihood activities are aligned with village development plans and relevant district development priorities.
• Represent the program in relevant technical meetings, coordination forums, and stakeholder discussions.

Sustainability and Exit Strategy

• Develop strategies to ensure livelihood activities continue beyond the project period.
• Strengthen local institutions, farmer groups, SMEs, and community champions to independently manage livelihood activities.
• Promote environmentally sustainable and economically viable livelihood models that can be replicated or scaled up.

Deliverables

Considering the above-mentioned scope of work, consultant for Livelihood (Horticulture and Goat Farming) is expected to deliver:

• Monthly report detailing activities and associate outputs produced during the month:
  • Village visit and support logbook with schedule for each targeted village
  • Notes of farming process; planting – harvesting – selling/marketing
  • Planting plan for each village
  • Documentation (Photo/video and field notes)
  • Notes of equipment used and adoption by community groups
  • Note book of farming business (cost, yield, sales)
  • Recap of production data and income (groups and individuals)
  • Replication evidence (individual/household who replicate)
• Timesheet detailing daily activities with outputs.
• Weekly updates to project team and contributing to regular Project Manager updates on the status of program activities implementation.

Consultant Profile and Qualifications

Save the Children will hire a consultant to ensure qualified implementation of livelihood program implementation. The selected consultant should meet following criteria:

1. Having agriculture knowledge and practice background or experienced working in community support program for minimum 3 years, especially in the Livelihood and community/youth engagement.
2. Experienced in providing technical assistance within the program team or externals/beneficiaries.
3. Ability to adapt and safely to work in very remote areas with hazardous conditions.
4. Have excellent skills to communicate within the team and to rural audience of palm oil communities.
5. Knowledgeable on accountability component in the program cycle.
