Job Description

Background

WMO has been strengthening its Severe Weather Forecasting Programme (SWFP) in Central Africa with the support of CREWS Central Africa project, aimed at improving capabilities of the recent nominated Regional Forecast Support Centre (RFSC) Yaoundé (future relevant Regional Specialized Meteorological Centre (RMSC)) and enhancing severe weather forecast guidance towards National Meteorological Services (NMS) in the subregion.

Within this framework, the consultant will work closely with the regional forecast support centre (RMSC) -Yaoundé and the Central Africa Climate Application and Forecasting Center

(CAPC-AC) to strengthen forecasting practices and seamless prediction through the integration of Numerical Weather Prediction and MISVA products (Monitoring and forecast of IntraSeasonal VAriability). The consultant will support the development and operational integration of MISVA products for Central Africa, conduct training and capacity development activities.

Duties and Responsibilities

1. Support the integration of MISVA products into operational forecasting methodologies.

2. Design and deliver training on the exploitation of MISVA products and seamless prediction at synoptic and regional scales for the production of bulletins and severe weather forecast guidance.

3. Conduct online briefings on MISVA products for capacity development of regional centres and NMSs in Central Africa

Mains deliverables

  1. MISVA Central Africa domain developed and operational for selected products.
  2. Training materials developed and on-site training delivered to regional forecasters in Central Africa.
  3. Brief mission report summarizing activities, outcomes and recommendations.

Required Skills and Experience

Education: Advanced university degree (Master’s or equivalent) in Meteorology, Atmospheric Science or related field.

Experience: At least 10 years of experience in tropical meteorology, operational forecasting and training of forecasters. Proven expertise and familiarity with MISVA is required.

Other Requirements:

  • Sense of responsibility, flexibility, maturity of judgement, originality of ideas and ability to work independently and in a team.
  • Ability to travel to Africa.
  • Ability to write and synthesize technical and scientific documents.
  • Ability to prepare pedagogical training material and to deliver the training efficiently.

Languages: Excellent knowledge of English and French (both oral and written)

Salary and Allowances: Pay band D (USD 620.- / 750.-)

Duration: 20 days over a 6 months period
