Job Description

& Responsibilities

The Strategy and Policy Planning Unit (DGO-SP) of the Office of the Director-General supports the Director-General in strengthening strategic and policy coherence, enhancing knowledge management, and coordinating institutional monitoring and reporting. SPPU is focused on strengthening IDLO’s capacity to monitor and report on results against its Strategic Plan (SP) by operationalizing the Strategic Results and Resources Framework (SRRF). The Unit ensures that information and results are systematically captured, rigorously analyzed, effectively synthesized, and translated into high-quality institutional reports. It also aims to strengthen data and knowledge management systems and foster a results-based, learning-oriented culture across the organization.

The Assignment

Reporting to the Institutional Monitoring and Results Adviser, the Institutional Monitoring and Reporting Consultant will support the strengthening of IDLO’s capacity to monitor and report on results against the Strategic Plan and results framework. The consultant will contribute to internal data monitoring, operationalization of the SRRF for the Strategic Plan 2025–2028, production of institutional reports, and coordination of internal learning processes and exercises. The consultant will also support key areas of work in the development and implementation of an IT-based Institutional Monitoring System (IMS) and in the implementation of the IDLO Data and Knowledge Management Strategy.

In particualr, the consultant will be assigned to undertake the following:

1. SRRF Alignment and Outcome Attribution Validation- Support projects’ SRRF indicators alignment and Strategic Outcome contribution validation processes.

2. Data Collection and Quality Assurance- Support the 2025 SRRF data collection by ensuring compliance and conducting quality reviews of Development Outcomes and Organizational Performance results.- Assist with data entry into the institutional system and support the validation process.- Populate the SRRF Tracking Table and contribute to institutional results analysis and annual reporting.

- Support the 2026 SRRF quarterly results monitoring, including validation of projects’ Indicator Tracking Table (ITT) and Organizational Performance results.

3. Reporting and Data Visualization- Contribute to the production of the 2025 SRRF Report, communication materials, and infographics.- Contribute to the production of quarterly updated dashboards and visualizing materials for 2026.

4. Monitoring, Evaluation, and Learning (MEL) Coordination Support- Support the MEL Coordination Group by organizing meetings and taking minutes.

5. Institutional Monitoring System (IMS) Development- Support the development of the IMS by contributing to business requirements, conducting user testing, collecting feedback, and assisting in system refinement before rollout.- Support the pilot implementation and coordination of user training.

6. Intranet Development and Knowledge Management- Support the development and maintenance of the DGO intranet and related templates for departments, country offices, and thematic clusters.

7. Data and Knowledge Management Strategy Implementation- Assist with documentation of business case results and development of a data roles matrix and IDLO data dictionary

8. Perform any other related duties and provide broader support to the Unit, as requested by the supervisor

Deliverables

  • Validated projects’ SRRF indicators and Strategic Outcome contributions.
  • Populated SRRF Tracking Table and drafts of 2025 SRRF Report sections and visualization materials.
  • Updated 2026 institutional tracking tools and dashboards.
  • Minutes of MEL Coordination Group meetings.
  • Contributions to IMS development, pilot implementation, and training support.
  • Updated DGO intranet templates, content, and tools.
  • Documentation of results for business cases and data dictionary elements.

Job Requirements

Education and Experience

  • Advanced Degree in Political and Social Sciences, Law, International Development, Statistics, Monitoring & Evaluation, Data Management, or a related field.
  • Two years of experience in project and institutional monitoring, results reporting, data validation, and knowledge management systems.

Languages

  • Excellent written and verbal communication skills in English.

Specific knowledge, skills and competencies

  • Strong analytical, communication, and coordination skills.
  • Proficiency in data management tools, including Excel, reporting software, the Microsoft Office Suite, and data visualization tools.
  • Demonstrated ability to work effectively in multicultural environments.
  • Collaborative team player with a proactive and positive attitude.
  • Ability to perform effectively under pressure and manage competing priorities.
  • Keen sense of ethics, integrity, credibility, and commitment to IDLO’s mandate.

Terms & Conditions

This is a locally recruited full-time consultancy assignment based at the IDLO Headquarters in Rome, Italy. The consultancy is open to Italian nationals and individuals with valid residence and work authorization in Italy.

The successful candidate will be engaged under a Single Engagement Agreement (SEA) contract through 31 December 2026, with the possibility of extension, subject to satisfactory performance and continued availability of funding.

IDLO will provide a fixed monthly lump-sum fee of EUR € 2,200, in accordance with the terms of the consultancy contract, and subject to satisfactory delivery of services.
