Basic Purpose

Positions in this jobfamily are assigned responsibilitiesfor planning, coordinating, and directing overallactivities related to the construction, renovation, maintenance, and repair ofstate-owned or state leasedbuildings,facilities, grounds, and equipment. In this role, they will manage and superviseconstruction/maintenance technicians and licensed trades specialists and/or others or may overseecontracted crews, workers, and other individuals hired that perform work on both newconstruction/renovation and the upkeep ofexisting state properties. In addition to the assignedadministrator responsibilities, incumbents may perform work related to the requiredconstruction/renovation and/or upkeep ofthe assigned area.

TypicalFunctions

  • Conducts inspections ofbuildings, premises, and equipment;determinesrequirementsformaintenance, construction, or renovation projects; makes estimates ofcostsfor labor andmaterials; inspects work in progress and upon completionfor code compliance.

  • Manages supervisory or contracted staff; develops and implements budget; develops andimplements policy and procedures; ensures compliance with laws, rules, and regulations;prepares routine and special reports.

  • Evaluates bids on projects; prepares specificationsfor standard and specialized equipment,suppliesand vehicles.

  • Prepares cost estimates onfuture capital improvement projects; reviews plans and constructiondocuments.

  • Plans, supervises, and directs the movement and operation throughout the state ofheavyconstruction equipment.

  • Schedules work crews; reports or confirms time and attendance ofcrews. In some cases, mayperform work as needed andrequired

  • Completes reports ofequipment operations, ofinstallation and maintenance work performed andofmaterials, supplies and equipment used.

Level Descriptor

At this level employees are assigned administrator responsibilities involving general maintenance workand the completion ofvarious activities related to heating and air conditioning, plumbing repairs, electricalwork, general repair and upkeep, custodial services and similar requirements ofmultiple buildings and/orin an agency’s defined geographical area. The workrequiredmay be achieved by incumbent preformingthe work or through contracted employees.

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills, and Abilities required at this level include knowledge ofthe building trades; statecontracting and purchasing laws and rules, ofthe construction, maintenance, and repair ofbuildings,grounds, or utility systems, such as heating or steam generating, refrigeration, sewage, water treatmentor electrical power generating and distribution; and ofbuilding codes.

Ability isrequiredto analyze maintenance needs; to set prioritiesfor crews ofworkers; to communicateeffectively, both orally and in writing; and toestablishand maintain effective working relationships withothers.

Education andExperience

Education and Experience requirements at this level consist offive years ofexperience in skilled buildingtrade or maintenance work involving the construction, maintenance, alteration and/or repair ofbuildings,grounds and utilities, including two years ofsupervising contractors in one ofthefields listed above; or anequivalent combination ofeducation and experience, substituting one year ofcollege or technical schooltraining in the building or construction tradesfor each year ofthe required non-supervisory experience.

Special Requirements

Applicants must be willing and able to perform all job-related travel normally associated with the position.

Some positions may require possession ofa valid Oklahoma driver’s license.
