Parsons has a great career opportunity for a Technical Specialist – Constructionwith extensive construction experience to support complex program and project delivery efforts in the Sacramento area. This role is ideal for a highly analytical professional who combines strong construction knowledge with advanced data analysis, performance reporting, cost optimization, and cross-functional project leadership.

The Technical Specialist will play a key role in evaluating project and program performance, developing reporting tools and data models, improving operational efficiency, and delivering actionable recommendations to leadership. The successful candidate will have experience in construction environments, strong business and financial acumen, and the ability to manage multiple initiatives in a fast-paced setting. This role would be based in Sacramento, CA and travel when needed.

Key Responsibilities

  • Perform analysis on complex data models requiring customized reports and detailed data interpretation.
  • Conduct analysis and visual management across a broad range of program and project performance metrics.
  • Develop new data analyses, or revise existing analyses, to predict business outcomes by selecting from multiple complex variables.
  • Research, develop, and maintain data models used for steady-state and ad hoc reporting.
  • Manage cross-functional projects and strategic initiatives involving multiple stakeholders.
  • Develop and apply performance metrics to support recommendations related to business strategy and operational improvements.
  • Present findings, trends, and recommendations to project teams, business leaders, and senior stakeholders.
  • Manage small to mid-size construction-related projects from planning through execution.
  • Optimize budget allocation for various departments through comprehensive cost analysis and forecasting.
  • Reduce overall project costs by conducting detailed cost analyses and identifying opportunities for efficiency and improvement.
  • Support construction program controls, reporting, forecasting, scheduling coordination, and performance monitoring.
  • Collaborate with project managers, field teams, finance, and leadership to ensure alignment on project objectives and outcomes.
  • Travel to project sites and stakeholder locations as needed.

Required Qualifications

  • Extensive experience in construction, program controls, project analysis, or construction operations support.
  • Proven experience performing complex data analysis and developing customized reports for project or business performance.
  • Strong knowledge of construction project metrics, cost analysis, forecasting, budgeting, and operational reporting.
  • Experience managing small to mid-size projects and coordinating cross-functional initiatives.
  • Demonstrated ability to develop meaningful recommendations based on analytical findings.
  • Strong presentation and communication skills, with the ability to clearly convey findings to leadership.
  • Proficiency with data analysis and reporting tools such as Excel, Power BI, Tableau, or similar platforms.
  • Strong organizational skills and the ability to manage multiple priorities in a deadline-driven environment.
  • Willingness and ability to travel as required.

Preferred Qualifications

  • Experience supporting large-scale infrastructure, transportation, or capital construction programs.
  • Familiarity with project controls, earned value metrics, schedule performance, and risk reporting.
  • Experience in financial modeling, cost forecasting, and business operations analysis within construction environments.
  • PMP, CCM, or other relevant construction/project management certifications.
  • Experience working with enterprise reporting systems and construction management software.
