Construction Surveillance Technician

CSEngineering is looking to add a Construction Surveillance Technician (CST) to our growing team! This position will ensure the construction within secure areas meets ICD 705 requirements. You'll document progress, monitor compliance, and coordinate closely with security managers and construction teams.

JOB RESPONSIBILITIES

Outlined below are the critical requirements for this position:

• Coordinate with Civil Units within DoD to ensure secure construction projects are executed in full compliance with applicable security standards, including Intelligence Community Directive (ICD) 705.
• Implement access control measures, validate personnel and equipment entering controlled construction zones, and ensure all secure areas are properly cleared and locked down at the end of each workday.
• Maintain real-time surveillance on construction activities to detect and report security anomalies or deviations from approved specifications related to secure buildouts.
• Conduct visual inspections, monitor the handling and installation of specialized materials (e.g., RF shielding, acoustical fill, wallboard alignment, HVAC security upgrades), and verify that construction techniques adhere to DoD and Anti-Terrorism/Force Protection (ATFP) standards.
• Generate and maintain detailed daily logs, photographic documentation, and monthly reports that capture construction status, security compliance, and site-specific incidents.
• Coordinate with the Site Security Manager (SSM) to review and enhance site security protocols and immediately report all security-related anomalies or breaches.
• Assess adherence to construction design elements such as secure wall assemblies, inspection ports, HVAC shielding, and perimeter security measures from the true floor to the true ceiling.
• Demonstrate the flexibility to adapt to schedule changes, support emergency response requirements, and execute duties across multiple secure project sites as assigned.

REQUIRED CERTIFICATIONS AND QUALIFICATIONS

Security Clearance: Top Secret/SCI clearance.

• High school diploma required; ICD 705 and Construction Surveillance Training preferred
• Three (3) years of experience in construction security, countermeasures, or government surveillance roles
• Must be a United States Citizen

Preferred Experience

• Experience in SCIF/SAPF environments and construction surveillance is preferred.
