Purpose

The core aspects of lease and road construction and rehabilitation to ensure the well sites and access roads are delivered safely, efficiently, within budget and in compliance with QGC policies,

The job holder will be responsible for supervising staff and contactors performing Civil maintenance operations on all assets within QGC examples lease pad, access roads, Gathering, facilities and rehabilitation / construction site activities. Ensuring that all work is completed in conjunction with QGC policies, procedures and work practices, with particular attention to health, safety, security, environment, and Cultural Heritage requirements is paramount.

Core Accountabilities

Safety & Compliance

  • Work with the Construction Manager/Project Manager to ensure safety has the highest priority and is at the forefront of planning, execution and in all dealings with contractors and service providers
  • Ensure all appropriate actions are taken to implement the safety management system and legislative requirements and that they are fully complied with
  • Ensure the full team is adequately trained and competent in safety management skills and comply with operating area and company reporting requirements
  • Perform ASA’s (Advanced Safety Audits) and contractor compliance audits on a regular basis
  • Point of contact for the reporting of work site incidents and be part of and initiate accident and incident investigations as required
  • Ensure all contractor and service providers are fully conversant in QGC’s safety expectations and hold regular meetings with all local managers
  • Attend Contractor safety meetings and HSSE forum meetings
  • Ensure all safety actions are tracked and closed out in a timely manner
  • Ensure an equipment assurance programme is in place
  • Ensure a documented trail to all key decisions
  • Ensure all construction teams are in compliance with required mandatory certification
  • Ensure emergency response preparedness
  • Perform other activities as directed by Construction Manager/Project Manager

Functional Activities

  • Liaising with Land Access to ensure that QGC has the landowners consent prior to entering the landowner's property
  • Ensure lease and access construction and rehabilitation planning is performed in a timely manner to meet requirements of QGC planning process
  • Ensure all third-party services are available with adequate resources (people and equipment) to meet the scheduled requirements
  • Provide technical advice and troubleshooting for construction, rehabilitation, design and operational issues
  • Attend pegging parties at request of superintendent and provide technical input to proposed plans.
  • QGC daily construction and rehabilitation reports
  • Manage and monitor daily construction and rehabilitation operations within own area
  • Monitor performance and technical integrity of contractors and service providers
  • Ensure full cover for construction and rehabilitation operations
  • Maintain good and regular communications with all construction and rehabilitation teams in operating area
  • Ensure construction and rehabilitation programmes and amendments are approved and distributed as required
  • Ensure stock levels of QGC supplied goods are adequately maintained and available to meet the schedule
  • Ensure a full schedule is maintained for construction and rehabilitation operations and communicated to the Construction Manager/Project Manager
  • Ensure the Construction Manager/Project Manager and senior management are kept fully abreast of all key risks and issues
  • Participate in local and external peer reviews/assists as required
  • Ensure benchmarking data is collected and distributed as required
  • Be part of Emergency Response Team as directed per operating area

People Management

  • Actively manage direct contractors and participate in Performance Reviews as applicable in operating area
  • Ensure a full team are in place to deliver all phases of the operation
  • Assist the Construction Manager/Project Manager t in ensuring a training matrix is in place for all key skills to deliver technical competence and personal development
  • The incumbent must abide by company policy in relation to HR policies and procedures such as annual HR cycle and meet deadlines within the appropriate timeframes

Health Safety Security and Environment (HSSE)
