In partnership with Metrolinx, ACCIONA is playing a key role in the design and construction of the Eglinton Crosstown West Extension (ECWE), a 9.2-kilometre westward addition to Toronto’s Line 5 light rail transit network. This major infrastructure project includes seven new stations and installation of rail and systems under a progressive design-build model.
Beyond its technical scope, the ECWE project represents a significant investment in sustainable urban mobility, expected to reduce greenhouse gas emissions by up to 5,800 tonnes annually and eliminate over 6.5 million vehicle trips each year when combined with the full Line 5.

The Construction Security Manager is responsible for managing the construction security program for the Eglinton Crosstown West Extension Project. The role supports the Chief Security Officer by implementing the Construction Security Master Plan, coordinating construction site security operations, managing security-related contractors, overseeing physical security systems, maintaining security training compliance, and supporting the identification and mitigation of security risks across the project.
The Security Manager acts as the primary operational security lead for construction security matters and works closely with site construction teams, security guards, systems contractors, emergency services, project management, safety teams, subcontractors, and relevant public-sector stakeholders.
Construction Security Program Management
Implement the Construction Security Plan across project offices, construction sites, laydown areas, storage locations, temporary facilities, and other project-controlled areas.
Support the Chief Security Officer in developing, updating, and maintaining construction security policies, procedures, plans, post orders, and related documentation.
Ensure that construction security practices are aligned with project requirements, contract obligations, applicable laws, client expectations, and recognized security practices.
Provide security advice to project leadership, construction managers, site superintendents, and project stakeholders.
Construction Site Security Coordination
Liaise with construction teams, contractors project coordinators and schedulers, safety representatives and jurisdiction officials to ensure smooth, supportive security operations.
Coordinate security coverage for construction sites, laydown areas, project offices, high-risk activities, deliveries, material storage, and special events.
Review and support the development of site-specific security procedures, post orders, patrol routes, access control processes, and incident escalation protocols.
Conduct site visits to assess security performance, identify gaps, review guard deployment, and confirm implementation of security controls.
Support the management of site access control, visitor management, vehicle access, deliveries, gate operations, fencing, hoarding, lighting, CCTV coverage, intrusion detection, and other construction security measures.
Security Risk Assessments
Conduct and update construction security risk assessments for project sites, facilities, activities, and changing construction conditions.
Identify threats, vulnerabilities, operational risks, and security control gaps affecting project personnel, assets, materials, equipment, public interfaces, and construction activities.
Develop practical mitigation recommendations and track implementation of approved security measures.
Reassess risks as site conditions evolve, including during demolition, excavation, major deliveries, utility works, system installations, high-value material storage, and transitions between construction phases.
Maintain a risk register or other tracking mechanism for security risks, mitigations, and outstanding actions.
Physical Security Systems Oversight
Oversee the implementation and operation of physical security systems across the project.
Provide direction to the Construction Security Systems Administrator regarding access control, reporting, records management, system administration, and security system support.
Coordinate with security systems vendors, IT, communications teams, construction teams, and project stakeholders regarding system installation, testing, troubleshooting, maintenance, and performance.
Ensure that access control, CCTV, intrusion detection, gate controls, intercoms, alarms, lighting, and related systems are appropriate for project needs and site risk conditions.
Review system reports, incident records, alarm activity, access data, and other information to identify trends, issues, or required corrective actions.
Security Training and Compliance
Track and manage security training compliance across the project.
Ensure that required personnel complete applicable security training, site access training, awareness briefings, orientation requirements, and any project-specific security modules.
Coordinate with training, safety, HR, subcontractor management, and site teams to confirm training completion before access is granted where applicable.
Maintain or oversee records of security training completion, compliance status, overdue training, and corrective actions.
Support the development and delivery of security awareness materials, toolbox talks, briefings, bulletins, and incident lessons learned.
Emergency Services and Incident Management
Liaise with police, fire, emergency medical services, municipal authorities, transit security stakeholders, and other emergency response partners as required.
Support incident response for theft, vandalism, trespassing, protest activity, workplace violence, unauthorized access, suspicious activity, security breaches, emergency events, or other project-related security incidents.
Provide after-hours availability for urgent incidents, emergency coordination, and escalation support.
Ensure incidents are documented, investigated, escalated, and closed out in accordance with project procedures.
Review incident trends and recommend corrective actions to reduce recurrence.
Contractor and Contract Management
Manage responsibilities related to security guarding, security systems, and other security-related contracts.
Monitor contractor performance against contract requirements, service levels, post orders, project procedures, deliverables, and key performance indicators.
Review guard force deployment, staffing levels, schedules, reports, incident documentation, patrol records, and service quality.
Coordinate with procurement, commercial, and contract management teams on security contractor performance, scope changes, deficiencies, invoices, claims, and corrective actions.
Support the development of scopes of work, technical requirements, service expectations, and evaluation criteria for new or modified security contracts.
Reporting and Stakeholder Communication
Provide regular updates to the Chief Security Officer on security risks, incidents, site conditions, contractor performance, training compliance, and implementation of the Construction Security Master Plan.
Prepare reports, briefing notes, meeting materials, dashboards, and action trackers related to construction security.
Participate in project meetings, construction coordination meetings, risk meetings, emergency planning meetings, and stakeholder coordination forums.
Maintain effective relationships with internal and external stakeholders while protecting confidential and security-sensitive information.
Required Skills and Competencies
3 + years of experience managing security operations in a construction, infrastructure, transit, public-sector, industrial, commercial, or multi-site environment, or alternative equivalent.
College Diploma or University degree in security management, criminology, law enforcement, emergency management, risk management, public safety, or a related field is preferred.
Experience coordinating guard services, access control, CCTV, physical security systems, incident response, and site security procedures.
Experience conducting or supporting security risk assessments.
Experience managing contractors, service providers, performance requirements, or security-related scopes of work.
Strong understanding of construction site operations, project delivery environments, access control, perimeter security, incident management, and emergency coordination.
Strong written and verbal communication skills.
Ability to prepare reports, procedures, risk assessments, briefings, and action plans.
Ability to work with senior leadership, construction teams, subcontractors, emergency services, and external stakeholders.
Security certification, law enforcement, military, emergency management, infrastructure security, or transit security experience is an asset.
