Job Description

Hill International is seeking a Construction Purchasing Agent to support a client’s military construction project needs in Austin, Texas

As Construction Purchasing Agent, the candidate will assist with trade partner outreach, bid solicitation, bid leveling, buyout support, subcontract coordination, and procurement documentation for complex Design-Build projects. The ideal candidate will have hands-on construction purchasing or subcontract administration experience, strong organizational skills, and the ability to work effectively with client, project, design, and field teams. Experience with federal construction requirements, including FAR, DFARS, DoD, UFC, and UFGS standards, is preferred.

Trade Engagement, Bidding & Subcontracting Support

  • Support construction procurement activities from trade outreach through bid evaluation and subcontract award.
  • Assist with preparing and issuing RFPs, bid packages, scopes of work, and subcontract documents.
  • Help review trade partner bids for completeness, scope alignment, exclusions, assumptions, and cost competitiveness.
  • Participate in bid leveling, scope clarification, and subcontract coordination under the direction of senior procurement staff or project leadership.
  • Maintain procurement records, vendor communications, bid documentation, and subcontract files in a clear and organized manner.
  • Coordinate with project and field teams to help track subcontractor requirements, schedule needs, and procurement priorities.

Procurement Process & Compliance Support

  • Follow established procurement procedures, document controls, approval workflows, and project requirements.
  • Assist with incorporating appropriate contract provisions, flow-down requirements, reporting obligations, and compliance language into subcontract documents.
  • Support internal reviews by maintaining accurate procurement files and responding to documentation requests.
  • Coordinate with client, legal, finance, and project management stakeholders as needed to support compliant subcontracting execution.
  • Help maintain procurement checklists, subcontract templates, vendor records, and project procurement trackers.

Planning, Tracking & Reporting

  • Help track the status of bidding, buyout, subcontract execution, vendor responses, and procurement deliverables.
  • Maintain procurement logs, bid comparison summaries, vendor lists, and action item trackers.
  • Support project buyout forecasting by gathering schedule, scope, and procurement status information.
  • Assist with preparing procurement status updates, KPI reports, and documentation summaries for project leadership.
  • Bachelor’s degree in Construction Management, Business Administration, Supply Chain, or a related field, or equivalent practical experience.
  • 3+ years of experience supporting construction procurement, purchasing, buyout, subcontract administration, project controls, or construction administration activities.
  • Working knowledge of construction procurement processes, including bid package preparation, scope review, bid comparison, vendor coordination, and procurement documentation.
  • Ability to review subcontractor proposals, identify scope gaps, exclusions, and assumptions, and support bid leveling and scope clarification activities.
  • Strong organizational, communication, follow-up, and documentation skills, with the ability to manage multiple procurement priorities.
  • Proficiency with Microsoft Office and familiarity with procurement or project management platforms such as Procore or similar systems.
  • Eligibility for security clearance, Secret or higher, depending on the project.
  • Willingness to travel occasionally to project sites and supplier facilities as required.

Preferred Skills and Experience

  • Prior experience supporting commercial, industrial, military, or federal construction projects.
  • Exposure to FAR, DFARS, DoD, UFC, UFGS, USACE/NAVFAC, or other federal construction procurement requirements.
  • Experience supporting procurement workflows within a Design-Build, construction management, or general contractor environment.
  • Familiarity with construction cost structures, subcontract scopes of work, supplier diversity requirements, and procurement reporting.
  • Interest in continuing to develop procurement, subcontracting, and federal construction compliance expertise.
