Job Description

The Construction Project Manager plans, directs, and coordinates development of multiple projects, and oversees their organization, scheduling and implementation within the guidelines of local, state, and federal laws, county ordinances, county policies and procedures, departmental regulations, and technical manuals. Reports to the Central Services Director and maintains daily communication as it regards various ongoing projects. Works with directors, supervisors, elected officials, vendors, consultants, outside agencies, and other professionals to successfully complete assigned projects.

KEY RESPONSIBILITIES AND PERFORMANCE STANDARDS:

  • Works independently with: Contractors, architects, engineers, sub-contractors, professionals, department heads, Administrators, and utilities with minimal supervision. Prepares professional and detailed project status updates to the Central Services Director.
  • Define project scope, establish clear objectives, and develop detailed project plans. Coordinates and administers the design of construction projects, reviews plan specifications, coordinates drawings, bidding phase and contractor selection and assures all related permitting required for the project is in place. Monitors design firms, schedules and performance.
  • Oversees and coordinates various construction projects to include the work of consultants, design firms, architects, federal and local agencies, and coordinates with other City departments as required, and provides recommendations to the Central Services Director. Oversee the quality of project deliverables to ensure they meet established standards and client expectations, proactively identify and resolve issues that arise during the project lifecycle, and ensure projects deliver the expected outcomes and benefits.
  • Assists with tracking budget and department information, such as maintaining balances, researching discrepancies, and preparing related financial reports. Processes incoming and outgoing purchase orders, vouchers, price agreements, and payments.
  • Develop and issue appropriate Requests for Qualification/Bids/Proposal for professional consultant and contractor services.
  • Keeps accurate records and electronic database of all elements of each project, and creates various presentations.
  • Long range facility planning to include developing maintenance plans, standards to promote energy efficiency and sustainability in assets.
  • Perform other duties of a similar nature or level.

Qualifications

Education: BA/BS in business management, business administration, construction or related field of study.

Experience: Five (5) years of experience in construction, design & project management or related experience sufficient to meet job functions.

Knowledge/Skills/Abilities:

  • Knowledge of the techniques, equipment and supplies used in construction and maintenance.
  • Knowledge of project management principles and practices.
  • Proficiency in Office products to include Word, Excel and PowerPoint.
  • Ability to prepare accurate and proficient documentation to include reports, memos, presentations, spreadsheets, etc.
  • Ability to become familiar with division, department and County policies and procedures.
  • Proficiency in office automation programs and preparing reports for management.
  • Proficiency in understanding budgets, analyzing reports and records for discrepancies.
  • Excellent communication skills, both oral and written.
  • Demonstrated ability to work with a team or independently.

Licensing/Certification:

  • Possession of a valid driver’s license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.

Other:

  • This position require staff call up in an emergency situation.

  • Depending upon area of assignment.
  • Positions in this class typically require walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Work is performed primarily in an office setting, but frequently in the field as well.

  • Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
