Job Duties

Reporting to the Deputy Director for Construction and Engineering, this individual is responsible for the planning and execution of assigned Non-capital construction projects ranging from $15K to $3 million in value. Serves as owners’ representative and responsible for leading the project team through design, construction and close out processes of projects. Job includes schedule, scope and budget management, quality assurance, safety and environmental compliance, coordinating administrative and logistics support for each project.

Job Duties:

 Plan and chair project team meetings
 Receive, report and disseminate project information to team members and stakeholders through regular update briefings, staff meetings, situation reports and donor updates.
 Perform update briefings, stakeholder conferences and information or decision briefings to senior leaders.
 Provide site tours and briefings for donors, stakeholders, special events, distinguished visitors and academic classes.
 Prepare situation reports, trackers, information papers and other documents for distribution to higher headquarters.
 Review financial documents, pay applications, change orders, time sheets, Division of Engineering and Buildings forms and proposed change orders for accuracy.
 Coordinate and de-conflict project events with other VMI staff to include Commandant’s Office, Physical Plant, Building Coordinators, Post Police, Emergency Management and Athletics to ensure minimal disruption to daily operations and training.
 Support coordination with outside agencies such as State Fire Marshal, Division of Engineering and Building, Department of Historic Resources, Department of Environmental Quality, utility providers and other local, state and Federal agencies as required and ensure projects are in regulatory and statutory compliance.
 Perform additional job-related duties as assigned or as appropriate.

Minimum Qualifications

Thorough knowledge of construction project management processes for completing projects up to $3 million.
Superior communications skills and stakeholder management skills.
Familiarity with the codes, laws and regulations governing construction and contractor procurement for the state.
Proficiency in the Microsoft Office suite of programs to include Power Point, Word, Excel and Project.
Excellent briefing and writing skills.

Additional Considerations

Prior experience managing construction projects of up to $3 million.
Prior experience working in a high education or military environment is a plus.
Additional certifications such as OSHA, PMP or Facilities Managment is a plus.

Virginia’s judicial system consists of the Supreme Court of Virginia and the Court of Appeals of Virginia, the Circuit Courts, and the lower General District Courts and the Juvenile and Domestic Relations District Courts. Virginia has 13 electoral votes in presidential elections, and possesses 11 seats in the U.S. House of Representatives.
