Step Into Your New Role

Kleinfelder Construction Service is seeking a highly talented Project Manager to generally provide:

  • Program and project management support of on-going capital improvement projects for local and county engineering and/or public works departments.
  • Administrative support including but not limited to project management, planning, deliverables tracking and task management.
  • Serve as an extension of public agency staff.
  • Create opportunities with existing and new clients to develop new business and cross sell Kleinfelder services.

This position will support a multitude of Program types across several markets serviced in Southern California. The selected candidate can be based out of the Greater Los Angeles areas (including Orange, Riverside and San Bernardino Counties) or the Greater San Diego area. Experience should include serving as the Owner's on-site (or in a client’s office) project management representative.

Background should include serving as a Project Manager, Associate Civil Engineer, Senior Civil Engineer or in a similar capacity. The ideal candidate will have:

  • In depth experience in planning, design/permitting, budgeting, bidding/procurement, construction and closeout of capital improvement projects including but not limited to roads, streetscapes, multi-modal improvements, traffic signals, grant funded or high-profile projects, bridges, parks, buildings, water, and wastewater.
  • Effective relationship development and management at all levels.
  • Ability to train, coordinate and supervise subordinate employees.
  • Ability to represent Kleinfelder Construction Services various municipalities and the public regarding execution and close out of projects.
  • Experience having full responsibility for budget and planning.

Responsibilities

  • Operate with a high degree of independence, self-direction, and initiative.
  • Prepare requests for qualifications and/or proposals based on agency standards.
  • Manage third-party consultant contract scope, tasks and budgets
  • Review, respond to and make recommendations on outside consultant reports, plans, specifications in connection with capital improvement projects and based on agency standards.
  • Coordinate with owner internal divisions and staff, consultants, contractors, regulatory agencies, and utility operations staff to advance projects and other planning, design, and construction management consultants
  • Identify and track capital improvement projects, oversee from initiation and design through construction completion and ensure successful project delivery.
  • Managing multiple projects simultaneously on a large program.
  • Managing CM at Risk projects, traditional design-bid-build, and design-build projects through all phases of project delivery from feasibility to construction.
  • Assist in providing program administrative duties including staffing and training.
  • Manage complex programs and projects to deliver services and results that meet or exceed client requirements and are aligned with Kleinfelder's objectives.
  • Review consultant project proposals for planning, design and construction management and determine and establish time frame, work plan, procedures for accomplishing projects, staffing requirements and available resources to various phases of projects.
  • Competencies include establishing levels of control and detail, planning and scheduling, cost analysis and forecasting, progress measurement, earned value performance, risk analysis and change control.
  • Responsible for overall planning, coordination, and execution from inception to completion to produce functionally and financially viable projects that will be completed on time, within authorized budget, and to the required quality.
  • Manages scope, schedule, budget, quality, safety, and change management.
  • Will function as primary point of contact for client.
  • Provide agenda, project progress reports, staff reports and other documents as required for city council and/or public agency board of directors.
  • Facilitate meetings, provide meeting documentation, and action item tracking.
  • Present at city council meetings and/or board of directors’ meetings
  • Other duties as may be assigned.

Minimum Requirements:

  • Bachelor's Degree in Management, Engineering, or other related field plus six (6) years of experience providing public agency project & program management, including program oversight and administration for construction projects, or demonstrated equivalency of experience and/or education.
  • 5+ years of experience working in a project manager capacity.
  • Minimum of 10 to 15 years of experience working in Project and Program Management with at least 5 years as Program Manager for public agencies.
  • Prior public works Construction Program Management experience
  • Accessibility compliance experience is highly preferred
  • Management and supervisory experience
  • CCM Certification, PMP, PE or AIA registration required
  • Experience of direct management of project managers/ project delivery/ project controls and reporting.
  • Possess technical experience and skills related to managing a large program with accessibility standards.
  • Possess advanced interpersonal, analytical and communication (written and verbal) skills.
  • Demonstrate the ability to manage in a diverse and dynamic environment with short notice tasking under high pressure situations.
  • Highly motivated self-starter
  • Valid US Driver's License

Salary Range: $181,000 - $226,000.
