Job Description

IEM is looking for a Full Time- Construction Oversight Manager to join our team. The Construction Oversight Manager oversees FEMA-funded construction projects to ensure compliance with subaward requirements, project scope, environmental standards, and health and safety regulations. This role conducts site visits, prepares monitoring reports, reviews change orders, and provides technical guidance to subrecipients. The manager also validates contract provisions, assists with document reviews, and identifies opportunities to accelerate construction while mitigating risks.

Primary Location

  • Live within a commutable distance to Guaynabo, Puerto Rico.
  • Work in an Office Environment with a team.

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings.

Essential Functions:

  • Provide senior oversight for construction monitoring across all CRP construction projects, ensuring compliance with approved design, schedules, mitigation measures, and PRDOH requirements.
  • Supervise construction inspectors and field monitoring staff.
  • Review construction progress reports, photos, and field logs.
  • Validate milestone completion and identify delays or risks.
  • Support PRDOH during change order evaluations.
  • Coordinate resolution of field issues with Subrecipients and contractors.

Minimum Qualifications:

  • Experience: Five (5) years of experience in construction management for infrastructure.
  • Degree: Bachelor's degree or higher education in Engineering or Architecture.
  • Bilingual: English and Spanish (oral and written).
  • OSHA 30-hour training certification in the construction industry.

Preferred Qualifications:

  • Experience in federally funded projects.

  • Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
