Job Description

IEM is looking a Full-Time Construction Oversight Manager to join our team. This role leads site monitoring for subrecipient construction projects under PRDOH’s CDBG-DR and CDBG-MIT programs. Responsibilities include reviewing payment certifications, ensuring compliance with environmental and safety standards, and supporting contract document reviews. The ideal candidate will provide technical feedback and validate OSHA-aligned health and safety provisions.

Primary Location

  • Live within a commutable distance to Guaynabo, PR.
  • Work in an Office Environment with a team.

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings.

Essential Functions:

  • Manage a team of construction oversight staff to perform at least one monthly visit to monitor construction progress, consistency with the Subrecipient Agreement and environmental clearance document, and health and safety plan implementation during the subrecipient's construction projects under PRDOH's CDBG-DR and CDBG-MIT programs.
  • Responsible for reviewing and recommending certifications for payment and construction change orders.
  • Prepare reports to the Project Manager based on monitoring visits to subrecipients' construction projects under PRDOH's CDBG­MIT programs.
  • Provide feedback to the subrecipient's health and safety officer or representative based on the observations obtained after conducting monitoring visits.
  • Assist in developing revision checklists for 30% and 90% of construction document reviews.
  • Validate that the Subrecipient includes provisions in the construction contract documents that stipulate the contractor must develop and implement a health and safety plan in compliance with the Puerto Rico OSHA-approved State Plan and the policies of the Puerto Rico Occupational Safety and Health Administration.

Minimum Qualifications:

  • Experience: Five (5) years of experience working in construction management.
  • Degree: Bachelor's degree or higher education.
  • Bilingual: Fluent English and Spanish verbal and written communication skills.
  • Have an OSHA 30-hour training certification in the construction.
  • Must be working locally from Puerto Rico.

  • Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
